Description
Vacancy is in the Environmental Health Division of the Health and Human Services Department. Under close supervision, assists with the performance of technical public health work in the education and enforcement of public health laws and regulations relating to environmental health, housing, and property maintenance. Conducts environmental related investigations of all public health activities including, but not limited to asbestos abatement, pest control, water and sewerage violations, indoor air quality, hazardous waste, lead, and food including temporary food service events. Investigates nuisance complaints received and takes the necessary action to correct the condition. Conducts investigations, surveys, and studies and evaluates field data as related to public health and safety concerns. Instructs establishments inspected on procedures necessary to ensure proper sanitation and maintain compliance with codes, regulations, and requirements. Assists with the issuance of citations, violation letters, and municipal notices of violation as necessary to ensure public health and safety. Maintains statistical records of program activities and prepares reports and correspondence. Inspects establishments including, but not limited to service establishments, nail and hair salons, barbershops, and public swimming pools for sanitation and safety hazards.

Distinguishing Characteristics:
This is a trainee classification. Incumbents work under close supervision while they are learning. May function with more independence upon acquiring State of Connecticut certifications. Work may be performed in emergency situations requiring the ability to multi-task and respond to situations promptly, professionally, and accurately.
This is a CHPEA union position. The hours of work for this position are 40 per week.
Knowledge, Skills & Abilities
The examination will consist of a rating of your training and experience as contained on your application and may include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure the following:
Some knowledge of:
  • Sanitary sciences, including bacteriology, chemistry, and personal hygiene;
  • Principles and practices of public and environmental health;
  • Public and environmental health terminology;
  • Techniques of collecting and analyzing data.

Ability to:
  • Interpret and enforce regulations firmly and tactfully with the general public;
  • Use all enforcement laws, codes, ordinances, tools and educational activities to ensure public health and safety;
  • Operate computers and use a variety of software;
  • Prepare clear and concise case records and reports;
  • Establish and maintain effective working relationships with community leaders and the general public.
  • Communicates effectively orally and in writing
Physical Demands and Working Conditions
Work is performed in an office environment and in various community settings with travel to inspection sites. Work includes outside inspections in weather extremes. Work may be performed outside of normal business hours to respond to emergency situations. May be exposed to body fluids, hazardous wastes material, toxins, and/or poisonous substances.
Qualifications
Open to all qualified applicants who meet the following qualifications:
Bachelor's degree from an accredited college or university with a major in public health, environmental health, biological sciences, sanitary engineering or a closely related field.
NECESSARY SPECIAL QUALIFICATIONS:
  • Must possess and maintain a valid driver's license.
  • Must obtain Food Establishment Inspector Certification from the State of Connecticut within twenty-four months.
  • Must obtain Lead Inspector Certification from the State of Connecticut within twenty-four months.
  • Must obtain Phase I Subsurface Sewage Disposal Certification from the State of Connecticut within twenty-four months.
  • Must obtain Pool Certification from the State of Connecticut within twenty-four months.

May be required to obtain additional certification as a result of legislative requirements.
Shall serve a minimum of a twelve-month to a maximum of an eighteen-month probationary period.
The employee may not remain as an Environmental Health Sanitarian Trainee for more than two (2) years. An employee who fails to obtain the specified State certifications within the two-year training period shall either return to his/her former or comparable position, if available, or be terminated.
If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening examination, and a background check. If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
