Description POSITION REPORTS TO: Director of Public Works POSITIONS SUPERVISED: Technical Services Personnel BLS COMPARABLE: 51-1011, First-line Supervisors of Production/Operating Workers LEADERSHIP: Supervise/manage/direct the selection, training, development, appraisal, and work assignments of personnel. CONDITIONS OF EMPLOYMENT Successful candidate must submit to post offer, pre-employment drug screen. Successful candidate is subject to a pre-employment criminal background check.

As a position directly affecting the safety of others, the employee will be required to comply with all provisions of City of Enid's substance abuse policy, including random drug and alcohol testing. Possession of a valid Oklahoma driver's license with an acceptable driving record. Valid or inactive plumbing, electrical, or HVAC license.

POSITION PURPOSE: To ensure the City of Enid facilities' electrical systems, plumbing and HVAC systems, and building operations are well maintained and operating efficiently by providing appropriate motivation and oversight, training, tools and equipment to employees. ESSENTIAL FUNCTIONS AND BASIC DUTIES Develop short-term and long-term goals, deadlines, and processes for efficient Maintenance & Technical Services operations. Prepare and review operational reports and schedules to ensure accuracy and efficiency.

Prepare, compile, and submit reports on work activities, operations, production, and work-related accidents. Analyze internal processes and recommend and implement procedural or policy changes to improve operations, such as supply changes and updating of equipment. Plan, administer and control budgets for contacts, equipment and supplies, including bid work.

Oversee construction and renovation projects to improve efficiency and to ensure compliance with environmental, health, security standards, and government regulations. Supervise and coordinate adequate cross training of employees to include training on safety policies and procedures. Recommend or implement personnel actions such as employee selection, evaluation, and rewards or disciplinary actions.

Keep abreast of new developments in Building & Technical Services maintenance, practices, and equipment. Provide assistance to other departments as needed. Perform other duties as required.

PERFORMANCE MEASUREMENTS The Maintenance & Technical Services department runs smoothly and efficiently, including the Cherokee Strip Conference Center. City facilities have dependable, efficient electrical, plumbing, and HVAC services. Electrical, plumbing, HVAC, and building maintenance malfunctions are reduced through the development of an efficient preventive maintenance program.

Procedures and processes are well maintained, documented, and recorded. Employees are well trained and have appropriate equipment to perform at capacity. Equipment and vehicles are clean and well maintained and a replacement schedule is in place and periodically updated.

Vehicle and equipment repair costs are kept at a minimum. Assistance and support are provided to other departments as needed. Policies and procedures in City of Enid personnel manual and safety manual are understood and followed.

Effective supervisory skills are demonstrated. Effective working relations exist with City personnel. Management is appropriately informed.

The City's professional reputation is maintained. QUALIFICATIONS EDUCATION/EXPERIENCE: Associate's Degree (A.A.) or equivalent two-year college or technical school; or two years related experience and/or training; or equivalent combination of education and experience. Basic knowledge of plumbing, electrical, and HVAC trades

CERTIFICATES/LICENSES: Valid or inactive plumbing, electrical, or HVAC license. REQUIRED KNOWLEDGE: Administration and Management: Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. Computer: Proficient personal computer skills including electronic mail, record-keeping, routine database activity to include development of spreadsheets, formulas, record tracking applications, word processing, graphics, etc.

SKILLS/ABILITIES: Work independently. Handle multiple tasks simultaneously. Accurate and attentive to detail.

Excellent communications and public relations abilities. Ability to assist and support others. Able to operate telephone, PC, copier, and other basic business machines.

Ability to use water and electrical testing equipment. PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION FINGER DEXTERITY: Manual dexterity sufficient to reach/handle items, works with the fingers, and perceives attributes of objects and materials. VISUAL ABILITIES: Normal vision, with or without corrective lenses.

MATHEMATICS ABILITY: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. WORK SCHEDULE/HOURS: Regular - 8 hour shift, typically 7:00 a.m

to 4:00 p.m., Monday - Friday. Other - Salaried position requiring occasional attendance at meetings after hours and the ability to respond personally or by phone to address problems that may develop after normal work hours. WORK CONDITIONS: Outdoors and indoor shop environment with adequate ventilation

NOISE LEVEL: Moderate noise. OTHER WORK CONDITIONS: Risk of electrical shock. ADVANCEMENT CRITERIA INTERMEDIATE: 6-8 yrs experience.

Additional coursework in related field. Obtain current licensing in one area and/or maintain continuing education. Intermediate knowledge of all trades supervised, including those not licensed in.

Advanced knowledge of safety as pertains to department. Basic knowledge of SCADA. Ability to train subordinates.

Advanced supervisory skills. Valid Plumber, Electrician, or Mechanical Contractor's License. Advanced knowledge of operating system and budget process.

Valid CPR certification. ADVANCED: 9+ yrs experience. Bachelor's degree in related field.

Maintain continuing education annually. Advanced knowledge of all trades supervised, including those not licensed in. Expert knowledge of safety as pertains to department.
