Halvik is seeking an experienced Sr. Technical Project Manager to oversee an exciting Team. This role requires someone local to the DC Metro area that is able to attend meetings at our Corporate HQ and customer meetings in DC.

Core Responsibilities
  • Serve as the single point of contact for all contract-related matters, maintaining effective communication with the Contracting Officer's Representative (COR), NHTSA program stakeholders, end users, OCIO, IT services, infrastructure and security teams, and other contractors.
  • Provide overall leadership and take ownership of contract performance throughout the full project lifecycle, ensuring successful delivery of all work products, milestones, and deliverables.
  • Establish and enforce project policies and procedures, technical standards and methods, delivery priorities, documentation expectations, quality controls, and governance processes in accordance with NHTSA requirements, Halvik standards, and applicable federal compliance obligations.
  • Develop, maintain, and communicate detailed work plans, Agile delivery plans, release schedules, project estimates, resource and staffing plans, risk registers, dependency logs, and accurate status reports.
  • Apply expert knowledge of Agile methods and established project management best practices to manage project scope, cost, quality, resources, risks, and schedule in accordance with contract requirements.
  • Lead and oversee all aspects of the Agile Software Development Lifecycle, using established Agile ceremonies, tools, and techniques, including sprint planning, daily stand-ups, backlog refinement, sprint reviews, retrospectives, stakeholder demonstrations, and continuous improvement activities.
  • Lead and coordinate multiple, interdependent technical workstreams, including data warehouse modeling, ETL and data pipeline migration, data governance, report analysis, Tableau dashboard redevelopment, user acceptance testing, training, transition, and applicable AI initiatives.
  • Conduct project and stakeholder meetings; ensure meeting notes, decisions, risks, dependencies, and action items are documented, assigned, tracked, and followed through to closure.
  • Coordinate across all organizations that affect or are affected by the project to resolve dependencies, build consensus, manage risks, and sustain delivery momentum.
  • Review project work products and deliverables to verify completeness, accuracy, contractual compliance, and adherence to required technical and quality standards.
  • Direct the analysis of project and technical issues, recommend practical solutions, make timely decisions, and take corrective action to protect project objectives and customer outcomes.
  • Manage resource allocation and team utilization so that appropriate technical and functional expertise is aligned to each phase and priority of the project.
  • Support stakeholder adoption through requirements planning, demonstrations, feedback loops, training coordination, user acceptance activities, transition planning, and clear communication of technical tradeoffs and recommendations to executives, engineers, and cross-functional partners.
  • Apply strong leadership, communication, collaboration, product, and technical judgment to guide the project team, promote accountability, and deliver highly successful outcomes for NHTSA.
  • Identify gaps and opportunities to scale and operationalize AI capabilities, standardize delivery approaches, and provide project‑specific expertise where AI features support approved program objectives.
  • Represent Halvik as a trusted delivery leader and strategic advisor, ensuring the contract delivers measurable business value and strengthens the customer partnership.
  • BS degree in Computer Science, Information Technology, Engineering, Data Analytics, or another related scientific or technical discipline.
  • Ability to obtain and maintain a Public Trust clearance.
  • 10+ years of large-scale IT project management experience.
  • Demonstrated experience managing data, analytics, cloud, software development, BI/reporting, or enterprise data modernization programs.
  • 5+ years managing IT projects using Agile methodologies and practices.
  • Demonstrated experience managing project roadmaps, integrated schedules, sprint plans, release plans, risk registers, resource plans, status reports, and executive‑level delivery briefings.
  • Experience in leveraging AI tools (LLMs, agents) to augment and accelerate the development and testing processes.
  • Strong understanding of AI/ML capabilities, Modern cloud data platforms, data warehouse modernization, ETL/data pipeline migration, BI/reporting modernization, and data governance concepts.
  • Ability to communicate effectively with both technical and non-technical audiences, including the ability to translate complex technical topics into business value, delivery implications, risks, and decision points.
  • Resource management experience, including aligning skill sets with tasks, balancing technical workloads, managing staffing needs, and supporting recruiting/onboarding activities.
  • Strong stakeholder management, facilitation, problem-solving, conflict resolution, and consensus‑building skills.
  • Experience managing cost, schedule, scope, quality, risk, and customer satisfaction on IT programs, preferably for federal customers.
  • Must be able to obtain and maintain a Public Trust security clearance.
Preferred Expertise
  • PMP certification, Certified Scrum Master, SAFe, PMI-ACP, Databricks, Tableau, or related certifications.
  • Demonstrated success with technologies such as Databricks, Tableau, Data Warehouse, Collibra, AWS, Azure, Data Lakehouse, or comparable data modernization platforms.
  • Experience managing migration from legacy BI/reporting platforms to modern visualization tools such as Tableau or Power BI.
  • Experience with Databricks medallion architecture, Unity Catalog, Cloud‑native ETL, Data governance, Data quality, and Data lineage concepts.
  • Experience with Jira Administration
  • 5+ years managing complex system implementation or data modernization programs for the federal government.
