Job Summary:
PamTen Inc is seeking an experienced Technical Program Manager with strong Scrum Master expertise to lead and deliver large-scale Banking and Financial Services technology programs. The ideal candidate will manage complex software delivery initiatives, stakeholder relationships, and ensure compliance with industry regulations.
Responsibilities:
• Lead end-to-end delivery of multiple BFS technology programs and initiatives.
• Manage program planning, execution, deployment, maintenance, and operational support.
• Drive strategic objectives, business outcomes, resource optimization, and financial performance.
• Oversee portfolio governance, prioritization, budgeting, and financial tracking.
• Ensure adherence to CMMI Level 5 standards, SDLC processes, Agile and Waterfall methodologies.
• Manage compliance with BFS regulations including PCI-DSS, SOX, and GDPR.
• Lead audits, change advisory board meetings, and governance reviews.
• Partner with architecture, pre-sales, and finance teams during proposal and bid phases.
• Develop technical solutions, project estimates, resource plans, and delivery strategies.
• Support deal qualification and profitable project execution.
• Manage cross-functional teams including Development, QA, DevOps, Infrastructure, and Vendors.
• Coordinate onshore and offshore teams to ensure timely and quality delivery.
• Drive Agile ceremonies and ensure effective project execution.
• Act as the primary point of contact for clients, executives, and business stakeholders.
• Present program status, risks, issues, and mitigation plans.
• Facilitate steering committee meetings and executive reviews.
• Identify, assess, and mitigate program, technical, operational, and compliance risks.
• Establish and monitor SLAs, KPIs, and quality metrics.
• Ensure audit readiness and delivery excellence.
• Promote Agile best practices and continuous improvement initiatives.
• Mentor Project Managers, Scrum Masters, and Technical Leads.
• Drive process optimization, automation, and operational efficiency.
Qualifications:
Required:
• Bachelor's Degree in Computer Science, Engineering, Information Technology, or related field.
• 15+ years of IT delivery and program management experience.
• Extensive experience in Banking and Financial Services (BFS) domain.
• Proven experience managing large-scale enterprise software programs.
• Strong Scrum Master and Agile delivery experience.
• Experience with CMMI Level 5 environments.
• Knowledge of PCI-DSS, SOX, GDPR, and regulatory compliance frameworks.
• Experience with DevOps, SDLC, Release Management, and Governance.
