Job description

INSET Program Manager

Salary: Grade 23 $83,260 - $94,803

The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the full-time position of Program Manager within the Office of Mental Health (OMH) Office of Advocacy and Peer Support Services (OAPSS) to support the statewide implementation and management of Intensive and Sustained Engagement Teams (INSET) programs.

The INSET Program Manager will be responsible for the oversight of and support for INSET activities as they relate to program monitoring and evaluation, continuous quality improvement, and ensuring the understanding of and fidelity to INSET guidance and best practices. The incumbent will report to the Associate Implementation Director and work closely with the INSET Program Assistant. In collaboration with the Program Assistant, the Program Manager will be responsible for conducting regular check-ins to provide individualized support and navigate challenges with each INSET team. The Program Manager will also be responsible for analyzing and presenting INSET data to internal and external partners.

This position requires a highly organized, forward-thinking individual with a strong attention to detail; excellent administrative and communication skills; and a familiarity with data analysis and visualization. The individual in this position should be able to relate well to diverse groups of people and be able to work both independently and as a part of a team. The position requires subject matter expertise in the field of Peer Support, particularly in the public mental health system. The incumbent must be proficient in all Microsoft Office applications, including Excel, and PowerPoint, and ideally would have knowledge of Qualtrics and other survey tools.

Duties and Responsibilities include but are not limited to

  • Provide ongoing support to INSET programs to ensure their understanding of and fidelity to INSET guidance and best practices.
  • Help programs identify any challenges through regular discussions which support and strengthen INSET program governance structures.
  • Provide INSET teams with suggestions to improve based on insights from their monthly, quarterly, and yearly reporting.
  • Provide technical assistance and education to INSET teams to ensure fidelity to the INSET model
  • Support the Implementation of new INSET programs throughout the state including be helping to create Requests for Proposals
  • Staff supervision and mentorship
  • Formal writing, including reports, program guidance, and other documents
  • Provide guidance to agencies on developing trauma-informed peer/recovery-oriented services and person-centered language
  • Coordinate statewide implementation, management, and support activities for INSET programs.
  • Establish, maintain, and improve systems for recording, tracking, and updating INSET program materials, such as Microsoft Teams groups, shared drives, group distribution lists, and email inboxes.
  • Collaborate with partners on all aspects of INSET programming.
  • Maintain and improve upon a comprehensive monitoring and evaluation plan for INSET programs.
  • Develop, maintain, and improve tracking mechanisms.
  • Analyze and create visualizations from monthly, quarterly, and annual INSET reporting.
  • Work with INSET programs and key partners to implement actionable recommendations from report data.
  • Support the development and implementation of feedback efforts
  • At least 30% statewide travel to visit each of the programs and events within its scope

Minimum Qualifications

  • 7 years of relevant experience in the fields of mental health, peer support services, human services, rehabilitation, advocacy, or a related social welfare field OR
  • Associate's degree in psychology, sociology, social work, public health, or a related social science field and 5 years of relevant work experience
  • Bachelor's degree in psychology, sociology, social work, public health, or a related social science field and 3 years of relevant work experience OR
  • Master's degree and 2 years of relevant experience OR
  • D and 1 year of relevant experience
  • An active NYS peer specialist certification OR 1 year of experience providing direct peer support, OR the completion of 13 Core Courses offered by the Academy of Peer Services

Preferred Qualifications

  • 1 year of experience with data collection, analysis, and reporting to support program monitoring and evaluation
  • Maintains or is qualified for their New York Peer Specialist Certification (NYCPS or NYCPS-P)
  • 1 year of experience supporting programs that serve individuals returning to the community from institutional settings
  • 1 year of experience in the field of public mental health or crisis service systems
  • 2 years of experience with program development and implementation, including providing training and technical assistance in community-based, peer-led settings
