Job description

ActioNet has an immediate opportunity for a Technical Project Manager that requires a Public Trust suitability determination. In this role, the Technical Project Manager will oversee projects that design, develop, and maintain scalable cloud-based APIs and automate cloud deployments, manage CI/CD pipelines, and optimize cloud infrastructure for efficiency. This is a Hybrid role - Work locations Suitland, MD and Remote.

Duties and Responsibilities 
Technical Project Manager - Plan, initiate, and manage information technology (IT) projects. Lead and guide the work of technical staff. Serve as liaison between business and technical aspects of projects. Plan project stages and assess business implications for each stage. Monitor progress to assure deadlines, standards, and cost targets are met.
  • Lead and manage the full lifecycle of engineering projects, from scoping to implementation.
  • Provides leadership and direction in migrating legacy applications to cloud platforms in a FedRAMP environment
  • Oversee the development and execution of contractor-assigned projects, ensuring adherence to scope, timeline, and quality standards. Confers with project staff to outline work plan and to assign duties, responsibilities, and scope of authority
  • Determines operating approach and ensures the philosophy is translated into action.
  • Provides top management with technical information and recommendations on cloud solutions.
  • Manages budget for equipment and manpower acquisition.
  • Work with technical team to implement Continuous Integration and Continuous Delivery and Continuous Deployment tools, automated testing, Cloud, microservices and container-based environments.
  • Reviews status reports prepared by project personnel and modifies schedules or plans as required
  • Prepares project reports for management, client, or others
  • Coordinates project activities with other entities (may include direct interface with customers).
  • Track and report project progress, metrics, and ensure alignment with contract deliverables.
  • Lead project execution using Agile/Scrum and PMP-aligned project management practices, including sprint planning, backlog prioritization, milestone tracking, and delivery forecasting.
  • Manage project governance, schedules, risks, dependencies, and stakeholder communications, ensuring alignment with contractual requirements and organizational objectives.
 Minimum Education, Skills & Experience (required):  
  • Bachelor's degree from four-year college or university with eight years of federal government experience
  • 3 years of experience of managing development teams
  • 8 years of Project Management - Develops project plans; Coordinates projects; Communicates changes and progress; Completes projects on time and budget; Manages project team activities.
