Job description

Senior Project Manager, Civic & Public Works

Location: El Dorado Hills, CA, with project assignments throughout Northern California

Lead meaningful projects with confidence and independence.

Roebbelen is seeking an experienced Senior Project Manager to join our Civic team and lead complex public works construction projects throughout Northern California.

This role is designed for a proven construction leader who can independently manage projects, guide project teams, maintain strong client relationships, and provide reliable oversight from preconstruction through closeout. The ideal candidate understands public contracting requirements, is highly skilled in scheduling and contract administration, and can anticipate challenges before they affect project performance.

The position will primarily report to our El Dorado Hills office, with assignments and travel determined by project and business needs.

What You'll Do
  • Provide overall leadership, planning, coordination, and execution for assigned construction projects.

  • Independently manage projects of significant size and complexity, ideally in the $20 million to $60 million range.

  • Ensure projects meet contractual requirements and remain aligned with schedule, budget, quality, safety, and performance expectations.

  • Develop, maintain, analyze, and update project schedules.

  • Identify schedule risks and lead recovery planning when project milestones are at risk.

  • Maintain strong knowledge of contracts, drawings, estimates, specifications, and public works requirements.

  • Lead contract administration and ensure compliance with owner, agency, regulatory, and company requirements.

  • Manage project controls, cost forecasting, financial performance, documentation, and reporting.

  • Lead project meetings and ensure decisions, action items, and outstanding issues are properly documented and resolved.

  • Direct and mentor Project Managers, Assistant Project Managers, Project Engineers, field administrative staff, and other assigned team members.

  • Coordinate the work of trade partners, architects, engineers, consultants, joint venture partners, and other project stakeholders.

  • Provide technical leadership related to design, engineering, constructability, sequencing, logistics, and construction means and methods.

  • Oversee project safety, staffing, resource planning, logistics, and manpower utilization.

  • Maintain productive relationships with clients, agency representatives, industry partners, and project stakeholders.

  • Lead project closeout and ensure all warranties, guarantees, turnover documents, and contractual obligations are completed.

  • Support business development through project pursuits, proposals, interviews, strategy, and relationship building.

  • Perform additional leadership responsibilities based on project and organizational needs.

What We're Looking For
  • At least seven years of progressively responsible construction management experience.

  • Demonstrated success managing complex public works, civic, or comparable commercial construction projects.

  • Experience independently leading projects in the $20 million to $60 million range is strongly preferred.

  • Advanced scheduling capabilities, including the ability to develop new project schedules, maintain updates, evaluate impacts, and implement recovery strategies.

  • Strong knowledge of contract administration, project compliance, change management, cost control, forecasting, and project documentation.

  • Comprehensive understanding of construction principles, estimating, project controls, means and methods, drawings, and specifications.

  • Experience leading and developing multidisciplinary project teams.

  • Strong client-facing communication, negotiation, problem-solving, and decision-making skills.

  • Proficiency with Microsoft Office and construction management systems such as Procore, Primavera P6, SureTrak, or similar platforms.

  • Ability to work independently, anticipate project needs, and keep leadership appropriately informed without requiring extensive oversight.

  • Willingness to travel or commute to project locations based on business needs.

Education and Credentials

Candidates should meet one of the following:

  • Bachelor's degree in construction management, engineering, architecture, or another technical discipline, with at least seven years of relevant experience.

  • Bachelor's degree in business administration, accounting, finance, management, or a related field, with at least seven years of relevant technical project management experience.

  • At least seven to eight years of progressively responsible construction management experience in place of a degree.

Professional registration as an architect or engineer, or possession of a general contractor license, is a plus.
