Job Description:
Parsons is seeking passionate, skilled, and experienced professionals to join a major program and construction management team that is dedicated to supporting a large Department of War customer in the Huntsville area to successfully deliver a significant new headquarters project.
In our anticipated role, Parsons will provide Owner's Agent Construction Management Services including Program Management, Design Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success.
The Deputy Program Manager for Technical Services (DPM-TS) serves as the senior technical leader under the Parsons Program Director supporting delivery of a major new Headquarters facility for a large Department of War customer in the Huntsville area. In this role, you will lead all technical services and program controls supporting functions during Owner's Agent Construction Management activities for a large, complex, secure federal facility. You will support the client to continue maturing existing program/project requirements and management processes for enhanced execution in delivering a headquarters facility. You will be responsible for requirements management, technical integration, specialty mission systems support, and program controls across planning, design, construction, commissioning, and turnover phases, ensuring alignment with mission needs, cost, schedule, quality, and security objectives.
The DPM-TS will oversee and provide technical leadership over the following functions during project execution:

What You'll Be Doing:
  • Provide day-to-day leadership for all Technical Services and Program Controls activities in support of the Parsons Program Director for the project.
  • Translate program objectives, mission requirements, and stakeholder direction into actionable technical, schedule, and cost baselines and execution strategies.
  • Advise the Program Director and Client on technical and contractual issues impacting requirements, design, constructability, mission systems integration, and facility performance.
  • Lead development and implementation of technical aspects of key performance indicators (KPIs), including safety, quality, schedule, and financial metrics, ensuring clear upward reporting to the client.
    Technical Leadership Services
  • Establish process for technical reviews of design submittals at all stages to verify alignment with client mission needs, UFC/DoD criteria, anti-terrorism/force protection, and applicable codes and standards.
  • Implement and manage a rigorous requirements management process to capture, trace, and validate functional, technical, security, and performance requirements from planning through commissioning.
  • Direct value engineering (VE) studies to optimize life-cycle cost, performance, maintainability, and resilience while maintaining mission-critical capabilities and security requirements.
  • Ensure consistent application of technical standards, including Department of Defense, Intelligence Community, and Service-specific criteria for secure facilities, specialized infrastructure, and C4IT-intensive environments.
  • Identify design and construction risks related to requirements definition, scope gaps, standards interpretation, and changes, and develop mitigation strategies [1].
    Program Controls
  • Direct the Program Controls Manager and team in developing and maintaining the Integrated Master Schedule, integrating government, designer, construction, and commissioning activities to reflect critical path and key milestones.
  • Oversee development, review, and validation of cost estimates, budget forecasts, and GMP-related analysis in support of the Owner's Agent, including change order and claim evaluations.
  • Direct comprehensive risk management across technical, cost, schedule, and contract execution domains; identify risk drivers, develop mitigation and contingency strategies, and report risk status and exposure.
  • Implement robust financial tracking, auditing, and performance analysis processes to support accurate cost reporting, trend analysis, and early identification of issues affecting program affordability.
  • Support preparation of clear, accurate progress reports to management and the client, including status of milestones, risk, cost and schedule performance metrics, and forecast outcomes.
    Specialty Support
  • Lead specialty technical support for secure facility planning, design, construction, and accreditation, coordinating closely with Government security and accreditation authorities.
  • Oversee compliance with ICD 705 and other applicable secure facility standards, with specific focus on HEMP, RF, and related protective measures required for mission resilience.
  • Direct technical integration of C4IT, including communications infrastructure, networking, mission systems, and supporting facilities, ensuring proper coordination between building systems, IT, and operational users.
  • Ensure that design, construction, and commissioning incorporate lifecycle sustainment considerations, including reliability, maintainability, upgrade paths, and total ownership cost.
  • Coordinate specialty consultants, test and evaluation activities, and interface control to ensure mission systems and protective features are properly integrated and validated.
  • Manage the Technical Inspection efforts to provide field engineering support to verify construction quality, conformance with design and technical criteria, and resolution of field issues.
  • Oversee inspection and verification of HEMP, RF shielding, and CPS installations, coordinating with specialty testers and ensuring documentation supports accreditation and mission readiness.
  • Direct inspection and integration checks for C4IT infrastructure and systems during installation and testing, ensuring compatibility with facility infrastructure and mission requirements.
  • Manage and coordinate commissioning services across building systems, mission-critical systems, and specialty infrastructure, ensuring performance, redundancy, and resiliency requirements are met.
  • Provide timely reporting on inspection results, nonconformances, corrective actions, and readiness for key milestones (e.g., functional testing, SAT, occupancy).
  • Manage internal project phases for technical services and program controls including planning, recruiting, mobilization, sustainment, and execution.
  • Mobilize and coordinate Parsons' internal resources and external teaming partners to create integrated technical teams capable of delivering complex, high-quality work.
  • Monitor and report progress of all technical and controls-related activities, highlighting significant milestones and conditions affecting cost, schedule, security, technical performance, or accreditation.
  • Support and, when delegated, lead program governance forums, technical review boards, risk boards, and coordination meetings with the Government and other stakeholders.
  • Contribute to achieving and maintaining program targets for financial performance, schedule adherence, deliverable quality, and safety.

What Required Skills You'll Bring:
  • Bachelor's degree in Engineering, Architecture, Construction Management or a closely related technical field; Master's degree preferred.
  • Professional Registration as a Professional Engineer (PE) or Registered Architect (RA).
  • Active Secret clearance; ability to maintain required clearance throughout employment.
  • 15+ years of broad and diversified experience on relevant design, requirements development, and technical support on large, complex capital projects or programs, preferably involving secure or mission-critical facilities.
  • Experience on major new construction projects with constructed value over ; experience above preferred.
  • Demonstrated expertise in construction management practices, including design oversight, technical reviews, field engineering, and commissioning.
  • Proven leadership in managing multidisciplinary technical and controls teams on complex assignments, including subordinate managers and specialized technical branches.
  • Strong capability in risk identification and mitigation for large construction programs, including understanding of technical, schedule, cost, and contract risks.
  • Excellent written and oral communication skills, with demonstrated ability to produce clear, accurate, and actionable reports and briefings for senior stakeholders.
  • Advanced leadership skills, with the ability to perform in a senior management capacity supporting the Program Director and interfacing with senior Government leadership.

What Desired Skills You'll Bring:
  • TS/SCI clearance.
  • Project Management Professional (PMP) and/or Certified Construction Manager (CCM) certification.
  • OSHA 10 or OSHA 30 certification specific to construction safety.
  • USACE/NAVFAC Construction Quality Management (CQM) certification.
  • Prior Department of War/DoD or comparable Federal experience on secure, mission-critical, or intelligence-related facilities.
  • Relevant experience with Progressive Design Build, CM at Risk, or other early contractor involvement/alternate delivery methods.
