What are the key skills and qualifications needed to thrive as a Technical Program Manager, and why are they important?
What Is a Technical Program Manager?
A technical program manager oversees a company’s technical projects, such as implementing new network systems or developing new products. Job duties include supervising development teams, assessing work schedules, assessing productivity, and addressing any quality assurance issues that arise during production. Technical program managers are often responsible for creating reports to upper management based on the functions of the products and making suggestions on how to streamline future projects. They may also help the organization develop new strategies related to production and sales goals.
What is the difference between Technical Program Manager vs Software Engineer?
| Aspect | Technical Program Manager | Software Engineer |
|---|---|---|
| Primary Role | Oversees project execution, coordinates teams, manages timelines | Designs, develops, tests software applications |
| Required Skills | Project management, communication, technical understanding | Programming, software development, problem-solving |
| Work Environment | Cross-functional teams, project-focused | Development teams, coding environments |
| Certifications | PMP, Agile certifications often preferred | None mandatory, but certifications like Scrum or AWS helpful |
While Technical Program Managers coordinate and oversee projects across teams, Software Engineers focus on building and coding software solutions. Both roles require technical understanding, but their core responsibilities differ significantly.

Job description
The UNM Department of Pediatrics Section for Child Safety & Well-Being is seeking a highly motivated, detail-oriented, and adaptable Program Manager to oversee the operational planning, execution, and evaluation of its three clinical programs: Para Los Ninos (PLN), Child Abuse Response Team (CART), and Healthy Beginnings Clinic (HBC). The PLN program, based at the Albuquerque Family Advocacy Center, provides consultations for children where there is concern for sexual abuse or exploitation. The CART and HBC programs, located at UNM Children's Hospital, serve children in cases of physical abuse and neglect and those living in foster care.
The Program Manager must demonstrate a sensitive and professional manner when working with families and agencies involved in child maltreatment investigations, while ensuring adherence to mandatory reporting laws regarding child sexual abuse, child abuse, neglect, and maltreatment. The ideal candidate will have experience managing programs and budgets, as well as writing and overseeing contracts and grants, including understanding and meeting reporting requirements. Strong proficiency in the Microsoft Office Suite and Adobe Cloud is required, and knowledge of the UNM Banner system and policies is preferred.
This role requires excellent supervisory skills, the ability to work independently while maintaining a collaborative team environment, and strong written and oral communication abilities. The successful candidate must be organized, detail-oriented, and capable of coordinating multiple tasks while maintaining strict confidentiality. Empathy for diverse ethnic and cultural populations is essential, as is the ability to adapt to changing priorities with professionalism and flexibility.
Duties and Responsibilities:
- Supervise and lead personnel functions to include recruitment, hiring, training, delegation of work assignments, ensuring appropriate employee implementation of department processes & procedures, coaching, and staff performance evaluations.
- Manage the budget components of all funding streams (department funding, grants, and/or state funding), including but not limited to: expenditure planning, reconciling processes, monthly & annual fiscal reporting, annual operating budget development, and fiscal efficiencies.
- Coordinates and supports the implementation of projects aimed at improving child safety and well-being, including organizing meetings, managing timelines, and facilitating communication among project stakeholders.
- Builds and maintains relationships with stakeholders, including government agencies, community organizations, healthcare providers, and advocacy groups. Facilitates collaboration and partnerships to maximize the reach and effectiveness of program initiatives.
- Develops content for program materials, reports, and presentations to communicate program goals, activities, and outcomes to diverse audiences. Engages with UNM Marketing to raise awareness of child safety issues and mobilize support for program initiatives - this includes two awareness events held annually.
