What is a technical program manager?
A technical program manager oversees a company’s technical projects, such as implementing new network systems or developing new products. Job duties include supervising development teams, assessing work schedules, assessing productivity, and addressing any quality assurance issues that arise during production. Technical program managers are often responsible for creating reports to upper management based on the functions of the products and making suggestions on how to streamline future projects. They may also help the organization develop new strategies related to production and sales goals.
How do technical program managers typically collaborate with engineering and product teams to ensure project success?
What are the key skills and qualifications needed to thrive as a technical program manager, and why are they important?
What is the difference between Technical Program Manager vs Software Engineer?
| Aspect | Technical Program Manager | Software Engineer |
|---|---|---|
| Primary Role | Oversees project execution, coordinates teams, manages timelines | Designs, develops, tests software applications |
| Required Skills | Project management, communication, technical understanding | Programming, software development, problem-solving |
| Work Environment | Cross-functional teams, project-focused | Development teams, coding environments |
| Certifications | PMP, Agile certifications often preferred | None mandatory, but certifications like Scrum or AWS helpful |

The GWS Technology team is looking for an experienced Senior Technical Program Manager who can drive large-scale technology and infrastructure transformation projects.
As an agent of change, you will require broad technological expertise and must have a strong background in design, construction, application development, project management and/or program management and related processes and technologies.
You need to be able to apply advanced analytics and be experienced in principles of functional and technical architecture to define appropriate solutions and strategy at a high level.
You need demonstrable experience in establishing or developing requirements for business analysis, planning, solutions deployment, and inform operational models.
You will also be expected to do the following:

Communicates the program status and risk to relevant stakeholders and holds them accountable for following the established schedule, risk mitigation plans, and processes. Establishes objectives and success criteria for the project in an inclusive collaborative manner with all stakeholders.
- Facilitate experiments, POCs and prototypes that test hypothesis, validate assumptions, and create insights that inform future strategy and direction of GWS Technology investment.
- Champion internal GWS innovation using the available suite of Microsoft and industry products; Power Platform, Dynamics, Azure IOT, AR/MR/VR, Azure Digital Twins, Office 365, and other products and OEM partner offerings.
- Develop executive business cases, project plans, and subsequent reporting for all DT projects assigned ensuring appropriate approval, validation and assessment prior to additional investment or expansion.
- Provide transparency of product and process via regular project/program reporting updates to GWS Technology senior leadership, peers, and stakeholders: evangelizing crucial programs to stakeholders, partners, and customers to gain buy in. Leveraging data and performance metrics (e.g., Objectives and Key Results [OKRs] and Key Performance Indicators [KPIs]) to demonstrate the value of the program and show business impact. Tailoring communication style and storytelling strategy according to audience and business needs.
- Drives the rhythm of business (ROB) during plan execution to ensure participants and stakeholders are communicating and responding according to the necessary cadence. Coordinates necessary cross-team collaboration (e.g., Landing, Design, Engineering, Supply Chain, Finance, Technical Program Management) to ensure all program requirements are understood and can be met.
- Generate awareness across GWS of available solutions through multiple mechanisms: virtual and in person presentations, partnerships, SharePoint, Yammer, social media (where possible) and documentation.
- Capture data, identify risks, drive consensus, create SOWs, facilitate approvals, manage budget and timeline for DT projects assigned - creating business cases to justify CAPEX and OPEX budget requests for all DT or Innovation projects assigned.
- Coordinate to ensure privacy, security and accessibility compliance with appropriate Microsoft stakeholders and other related parties (IoT and Software teams)
- Work with Procurement, Compliance, Governance and legal to validate scope, contracts and terms to ensure we are following policy and GWS mandated processes wherever possible.
