Are you looking to join a collaborative team who is dedicated to ensuring continuous improvements to the overall health and quality of life for communities across Idaho? We are currently seeking one (1) Program Manager to join our Idaho Behavioral Health Plan (IBHP) Governance Bureau to lead our Clinical & Quality Team. Clinical licensure is preferred. Candidates who have behavioral health experience, critical-thinking and problem-solving skills, and demonstrate a positive and motivated energy to build collaborative partnerships in ongoing efforts to enhance efficient and sustainable mental health and SUD (substance use disorder) systems of care are encouraged to apply!
This program manager position will oversee the Clinical & Quality team and manage daily operations; serve as Subject Matter Expert in overseeing and measuring performance of the IBHP contract managed by a Managed Care Organization (MCO) to ensure compliance with clinical and quality of care standards, practices and Department policies and objectives; monitor and evaluate outcome analysis, oversee quality reviews and clinical case audits, address clinical noncompliance, and recommend corrective action plans; and build cooperative partnerships to expand an effective, streamlined and viable service delivery system of care.
This is a statewide position that will report to the nearest DHW office. The assigned work location will depend on workstation availability at a DHW office.
This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:
  • Provides leadership and oversight of the IBHP Governance Bureau's Clinical & Quality Team including support, workload assignment, and annual evaluations.
  • Manages daily operations of the Clinical & Quality Team's oversight of the MCO contract, which includes, but is not limited to, evaluation of quality measures and quality programs, review of utilization management outcomes, and review of quality, safety, and effectiveness of service delivery.
  • Participates in clinical case staffing with the contractor and stakeholders, as needed.
  • Serves as the Subject Matter Expert (SME) to ensure compliance with clinical and quality of care standards and best practices.
  • Coordinates within IBHP Governance Bureau to measure performance of an MCO through review of quality and clinical programs and related contractual and regulatory requirements.
  • Provides technical expertise for and reports on contract performance towards Department goals and outcomes.
  • Collaborates with internal and external community partners to provide communication and build partnerships regarding IBHP contract.
  • Collaborates with internal and external stakeholders on Quality initiatives and reporting.

MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position.   • Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training. Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
  • Minimum of a Master's degree in direct clinical practice in health and human services, or closely related field of study (such as LCSW, LMSW, LPC, LCPC, LCADC, etc.).
  • Considerable knowledge and experience in clinical mental health and SUD (Substance Use Disorder) systems of care. Typically gained by at least two (2) years of management and practices in clinical mental health and SUD (Substance Use Disorder) systems of care.
  • Good experience in managing a major program or project; including direct practice in the planning, development, and implementation of a program with ongoing oversight of clinical and quality control, performance and improvement, and evaluating outcomes and data using results to make changes and improvements to the program. Typically gained by at least two (2) years experience in managing a major program or project; including direct practice in the planning, development, and implementation of a program with ongoing oversight of clinical and quality control, performance and improvement, and evaluating outcomes and data using results to make changes and improvements to the program.
  • Good knowledge and experience in a leadership role. Typically gained by at least two (2) years of supervising professional staff in health and human services or closely related field.
