Position summary

We are seeking a Technical Program Manager who will serve as the technical and delivery lead for assigned workstreams supporting NHTSA's technology area, ensuring the team delivers high-quality IT services and solutions that align with mission needs, contractual requirements, and customer expectations. This role combines hands-on technical depth with strong program management discipline to lead technical efforts across cloud and on-premises environments, guide solutioning discussions with federal stakeholders and delivery teams, and translate customer issues, requests, and priorities into executable plans. The Technical Program Manager will allocate the right technical resources to the right work, drive issues to resolution, connect the dots across federal stakeholders, and maintain strong in-person engagement with the customer 1–2 days per week.

What will you do in this role?

 

  • Lead technical program delivery across multiple workstreams, ensuring work is planned, staffed, executed, and completed on time, within scope, and to the quality standards expected by NHTSA and the program leadership team.
  • Serve as the primary technical integrator between customer stakeholders, program leadership, and delivery teams, connecting requirements, priorities, dependencies, and risks across organizational boundaries.
  • Engage directly with federal stakeholders to understand issues, requests, and emerging needs, then guide the team in developing practical, technically sound solutions that align with mission objectives.
  • Provide technical leadership across cloud, infrastructure, application, data, cybersecurity, and operations activities, with the ability to direct technical efforts regardless of the platforms, tools, or environments in use.
  • Allocate and coordinate technical resources appropriately across the team based on priorities, skillsets, workload, and deadlines to ensure efficient execution and successful delivery.
  • Lead technical discussions, solution reviews, tradeoff analyses, and decision-making sessions with both customer and contractor teams to drive clarity, alignment, and forward progress.
  • Translate complex technical concepts into clear, actionable information for non-technical stakeholders, while also challenging and guiding technical teams toward the most effective path forward.
  • Monitor delivery performance, risks, issues, dependencies, and technical blockers, and take ownership of driving them through resolution before they impact mission delivery.
  • Partner with the Sr Program Manager to support planning, execution tracking, risk management, stakeholder communications, and continuous improvement across the contract.
  • Ensure deliverables, technical recommendations, operational practices, and team outputs are aligned with contract requirements, federal standards, and customer expectations.
  • Foster a culture of accountability, responsiveness, collaboration, and quality by setting high expectations for execution and modeling professionalism, initiative, and follow-through.
  • Maintain a strong on-site customer presence 1–2 days per week to build trust, strengthen collaboration, and proactively identify opportunities to improve service delivery and mission support. 

 

What do you need to succeed in this role?

 

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, Business, or a related field; equivalent relevant experience may be considered.
  • Ability to obtain and maintain an active Public Trust clearance.
  • 15+ years of experience leading complex IT programs, projects, or technical delivery efforts in federal environments, with demonstrated success managing cross-functional teams and mission-focused stakeholders.
  • Ability and willingness to engage in person with the customer in person, 1–2 days per week and operate effectively in a highly collaborative federal client environment.
  • Experience building teams, managing projects, and delivering solutions/products using one or both of the following technology stacks:
    • Tech Stack #1:
      AWS cloud services (serverless and traditional cloud architectures), AI/DevOps tools (Jenkins, Atlassian suite including Jira and Confluence), and network/application security solutions (Okta, Akamai, Palo Alto).
    • Tech Stack #2:
      Google Cloud Platform (GCP, Google Workspace, Gemini), AI/DevOps tools (Jenkins, Atlassian suite including Jira and Confluence), and network/application security solutions (Okta, Akamai, Palo Alto).
  • Strong technical depth with the ability to understand, direct, and oversee work across cloud environments, enterprise applications, infrastructure, cybersecurity, systems integration, operations, and support services.
  • Proven ability to engage credibly in technical discussions with customers, architects, engineers, analysts, and operations staff, and to guide teams toward practical, supportable, and scalable solutions.
  • Experience assessing incoming requests or operational issues, determining the right technical approach, and assigning the right resources to drive work to completion efficiently and effectively.
  • Excellent stakeholder management and relationship-building skills, including the ability to connect the dots across federal offices, align competing priorities, and build consensus among diverse stakeholders.
  • Strong ownership mindset, with a track record of taking initiative, following through on commitments, and driving issues, decisions, and actions to closure.
  • Demonstrated aptitude, positive attitude, adaptability, and professionalism in dynamic client environments where responsiveness, sound judgment, and collaboration are critical to success.
  • Ability to balance strategic thinking with execution discipline, including planning work, managing dependencies, tracking progress, mitigating risks, and ensuring consistent delivery of high-quality outcomes.
  • Strong verbal and written communication skills, including the ability to tailor messages to technical and non-technical audiences and produce clear, concise, and actionable status updates and recommendations.
  • Experience working in Agile, hybrid, or operational delivery environments, with the ability to lead teams through evolving priorities while maintaining structure, accountability, and momentum.

Preferred Certifications & Qualifications

  • PMP, Scrum, SAFe, ITIL, cloud, cybersecurity, or other relevant technical/program certifications are preferred.

In compliance with this state’s pay transparency laws, the salary range for this role is $185,000- $200,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
