Position Overview 

Essnova Solutions is seeking an experienced Senior Program Manager with extensive experience leading federal IT programs, enterprise technology initiatives, and complex government contracts. This individual will serve as the dedicated Account Manager and operational lead for Essnova's LBNL and NASA SEWP VI portfolios, overseeing technical delivery, staffing operations, PMO governance, customer relationships, financial performance, compliance, and contract execution. 

Key Responsibilities 

Serve as the operational lead and Account Manager for the LBNL and NASA SEWP VI portfolios. 

Oversee NASA SEWP VI task orders supporting Enterprise-wide IT/C/AV Service Solutions and Mission-Based Services. 

Manage LBNL contract labor operations including staffing coordination, onboarding, pre-employment screening, timekeeping, invoice accuracy, and technical reporting. 

Serve as the primary point of contact for Contracting Officers (CO/KO), Contracting Officer Representatives (COR), University Technical Representatives (UTRs), subcontractors, and executive stakeholders. 

Lead multidisciplinary technical teams supporting cloud, cybersecurity, infrastructure, software development, enterprise applications, and emerging technologies. 

Develop and maintain PMO artifacts including project charters, WBS, Integrated Master Schedules (IMS), risk registers, action item trackers, executive dashboards, staffing metrics, and performance reports. 

Identify, assess, and mitigate program risks while ensuring projects remain within scope, budget, and schedule. 

Manage budgets, labor allocations, subcontractors, resource planning, payroll coordination, billing accuracy, and financial forecasting. 

Ensure compliance with FAR, NASA FAR Supplement (NFS), California Wage & Benefit Parity (SB 27), E-Verify, Supply Chain Risk Management (SCRM), contract-specific insurance requirements, and CMMI-SVC methodologies. 

Manage contracts from award through closeout, including task order execution, modifications, deliverables, reporting, and customer satisfaction. 

Prepare monthly status reports, quarterly program reviews, executive briefings, technical reports, meeting minutes, and performance dashboards. 

Drive continuous process improvement through lessons learned, performance metrics, and operational efficiencies. 

Requirements

Required Qualifications 

U.S. Citizenship required. 

Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field. 

Active PMP certification (or equivalent) required. 

Minimum 10 years supporting federal government contracts. 

Minimum 5 years managing GWACs, IDIQs, BPA task orders, or large federal IT programs. 

Strong knowledge of FAR and NASA FAR Supplement (NFS). 

Experience managing Time & Materials, Labor Hour, and Fixed Price contracts. 

Experience supporting enterprise IT environments including cloud, cybersecurity, infrastructure, software development, and data analytics. 

Experience with PMO governance and CMMI-SVC processes. 

Excellent communication, leadership, analytical, organizational, and problem-solving skills. 

Ability to obtain and maintain a government security clearance. 

Preferred Qualifications 

Experience supporting NASA SEWP VI or previous SEWP contract vehicles. 

Experience supporting Lawrence Berkeley National Laboratory (LBNL) or another DOE National Laboratory. 

Experience establishing or operating within a PMO. 

Familiarity with Agile, Scrum, ITIL, or SAFe. 

Existing Public Trust, Secret, or Top Secret clearance preferred.
