Duration: Thru 6/30/27 (with possibility of extension)
Pay rate: $75-$78/hour
The Commonwealth of MA is looking for a Technical Project Manager to lead and manage IT project tasks in support of the business-driven, customer service-oriented approach to providing IT services across the Secretariat. This is an exciting opportunity to join a highly skilled team and contribute to critical and highly visible projects.
Description of Role and Responsibilities:
Project Planning & Execution:
  • Work with IT teams and business stakeholders to develop project plans, milestones, deliverables, and detailed activities.
  • Coordinate and manage project tasks between project teams and the Chief Technology Office (CTO).
  • Ensure project activities align with established goals, timelines, budgets, and resource availability.
  • Deliver results against defined technical specifications, dependencies, and project objectives.
Technical Leadership & Oversight:
  • Review architectural documentation and manage system dependencies.
  • Collaborate with technical teams to ensure solutions are scalable, resilient, and aligned with organizational standards.
  • Assist in defining project objectives and technical strategies with key stakeholders.
  • Support vulnerability remediation and technology stack upgrade initiatives.
Project Governance & Risk Management:
  • Prepare and execute quality assurance, risk management, change management, and testing plans.
  • Monitor project scope and oversee change control processes.
  • Develop remediation plans and coordinate issue resolution with internal and external stakeholders.
  • Adhere to Commonwealth project management methodologies, quality standards, and procedures.
Stakeholder Communication & Reporting:
  • Provide regular project status updates and risk reporting to leadership and stakeholders.
  • Develop and maintain project dashboards, reports, and documentation.
  • Collaborate with agency business leaders to manage release schedules and project roadmaps.
  • Communicate technical concepts effectively to both technical and non-technical audiences.
Cross-Functional Collaboration:
  • Partner with Project Managers, business leaders, vendors, and technical teams across multiple workstreams.
  • Lead meetings and drive alignment across teams operating in a matrixed environment.
  • Support multiple concurrent projects with competing priorities and timelines.
Preferred Qualifications:
  • Experience leading large-scale enterprise-wide IT implementations and deployments.
  • Experience managing multiple simultaneous projects and applications.
  • Strong understanding of Software Development Lifecycle (SDLC) methodologies.
  • Hands-on experience managing projects using Agile and Waterfall methodologies.
  • PMP, CSM, or similar project management certification highly preferred.
  • Experience delivering Vulnerability Risk Remediation projects.
  • Experience managing enterprise technology upgrade initiatives.
  • Strong stakeholder management and cross-functional leadership skills.
  • Experience developing risk assessments and mitigation strategies.
  • Excellent written, verbal, presentation, and facilitation skills.
  • Knowledge of Government Security standards and regulatory requirements.
Job Requirements:
  • Bachelor's degree in Computer Science or equivalent experience.
  • Minimum 10 years of IT experience.
  • Minimum 8 years of project management experience leading projects from initiation through delivery.
  • Minimum 5 years managing large-scale enterprise-wide IT projects.
  • Experience developing and maintaining project documentation, requirements, and status reports.
  • Proficiency with JIRA or similar project management tools.
  • Advanced proficiency with Microsoft Office Suite, including:
