The Site Technical Manager is accountable for managing the Process Engineering, Process Control and Quality Laboratory teams to achieve production, quality, cost optimization, safety, and environmental objectives of the plant.  This position assigns and schedules engineering activities to support plant efforts, to develop and supervise process, product, utility, environmental, and facility improvement programs to maximize operational capabilities and minimize operating costs. This position is also accountable for coordinating the training and development of personnel in these groups.  

A Day in the Life
  • Develop and supervise process, process control, lab, product, utility, environmental, and facility improvement programs to maximize operational capabilities and optimize operating costs.  
  • Direct the evaluation of existing processes to improve efficiency, optimize costs, and improve product or safety conditions.  Implement programs/projects as approved.         
  • Supervise process and process control engineering resources to execute plant projects.      
  • Direct the efforts of the process and process control engineering group to maintain safety and environmental performance to comply with all permits, regulations, and company standards.     
  • Manage the use of and control costs of contract and corporate engineering services required for engineering.
  • Provide for effective lines of communications between process group and their plant functions, groups, or business areas.
  • Assure the group's safety and compliance with plant safety guidelines and programs.
  • Direct the Management of Change process to ensure that it meets ISO 9001 standards as well as corporate and government regulations.
  • Assume the Site Manager's position in their absence when required.
  • Assist individuals in the group with their technical and career development.
  • Interface with the Capital Project Engineering group in the specification of equipment and instrumentation associated with process designs.
  • Interface with Marketing, Business, and R&D to define plants capabilities concerning product development opportunities.
  • Supervise the plant documentation efforts to ensure that documentation meets the requirements of OSHA 1910.119 requirements.
  • Manage the plant's energy conservation efforts to ensure that energy costs are continually reduced via implementation of new projects and the optimization of the existing plant equipment.
  • Direct the efforts to produce data for plant's Benchmarking activities.
  • Develop and implement a long-term strategic improvement plan for the Process Engineering, Process Control, Quality Lab departments.
  • Accountable for maintaining the site's ISO 9001:2015 certification by promoting the Corporate Quality Policy and overseeing all Quality initiatives executed by the Quality Management Representative.
  • Oversee audits of current process to ensure workflows are effective.
  • Maintain knowledge of current industry and company "best practices" regarding engineering standards and PSM environmental policies and procedures.
  • Overall owner for Production/Process Engineering, Controls Engineering and Laboratory technology.
  • Ensure technical assistance is being provided to Operations and other supporting groups.
  • Ensures technical system and process requirements from Manufacturing are in place.
  • Ensure Operational Excellence compliance on all deliverables.
  • Accountable for personnel from QC Laboratory, Process Engineering and Process Control Groups.
  • Has authority for spending per approved project funds.

Education

  • B.S. degree in an engineering discipline

Work Experience

  • Minimum of 8-10 years of experience in a refinery or chemical plant
  • Demonstrated leadership ability with prior management experience

Preferred Experience

  • Minimum 5 years of operating or engineering experience in Spheripol and Catalloy
  • Minimum of 5 years of management experience in a refinery or chemical plant

Languages English
