Here are the details: Position: **Project Manager Technical Lead**Location: **1 Enterprise Drive, Quincy, MA**Duration: **Thru 6/30/27 (with Possibility of Extension)**Pay rate: **$73-$76/hour****SUMMARY (Job Overview):*** The Executive Office of Health and Human Services, MassHealth, and the Office of Long-Term Services and Support seeks a highly motivated Technical Project Manager (TPM) to lead the Health Safety Net (HSN) AWS migration program and to work across business, vendor, and technical areas to ensure that the business and enterprise architectural vision and strategy are aligned with the mission of EOHHS and OLTSS.* The candidate is required to have project management experience, AWS experience, the ability to plan agendas and lead meetings, prior experience working within governance structures, identifying project risks, reporting on project status, and working in a matrixed but highly collaborative environment. This position is anticipated to be a long-term engagement and is currently a hybrid/remote position with the candidate able to come into the Quincy, MA, office when requested in the future.**JOB DUTIES (Detailed Statement of Duties and Responsibilities):*** The TPM will ensure proper project governance, project monitoring, schedule management, issue tracking and resolution, implementation of corrective actions, status reporting, and ensuring the quality delivery of all products, services, and/or results through strict adherence to all EOTSS, EOHHS, MassHealthโ€™s IT, Security, Quality Assurance, Change Management, and Release Management policies and practices.* The Technical Project Manager will have oversight responsibility for the project and vendor teamsโ€™ activities, schedules, and reporting. The TPM might have additional responsibilities, including gathering technical and business requirements with the help of a Business Analyst; reviewing system design documents; leading security, privacy, and shared service team meetings; and coordinating system training, piloting, and go-live activities.* The TPM shall oversee and coordinate the efforts of the many technical teams and manage direct communications with the EOHHS/EOTSS shared service teams. The TPM will oversee and report on progress within each stage of the HSN AWS migration project, including discovery, design, build, migration, testing, training, and operational activities. The TPM will work with, coordinate with, and report status to the HSN IT Program/Project Manager, the MassHealth Director of Applications, and EOHHS IT Strategy and PMO.* The TPM will develop and maintain detailed integrated roadmaps, project plans, work breakdown structures, project checklists, timelines, tasks, and deliverables. The TPM will need to manage all system and operational risks and implement ongoing risk mitigation and escalation protocols. The TPM will develop and maintain professional relationships with IT and business leadership, internal and external project teams, including the EOTSS and EOHHS organization service units, and end users.* The TPM will define time frames, resource needs, and funding requirements, and ensure staffing requirements are met with proper monitoring and quality outcomes. The TPM will monitor project budgets, resource utilization, procurement, costs, payments, and vendor contract management if so assigned.* The TPM will be responsible for effectively allocating resources, managing schedules, and prioritizing the workload to ensure the quality, timeliness, and continuity of the HSN AWS migration project. This includes reviewing, approving, and signing off on all project deliverables, including but not limited to: gathering technical and business requirements; discovery, design, implementation, and testing phases from system design through coordination of system training, piloting, and go-live activities.* The TPM will ensure that all project documentation is prepared in accordance with agency and Commonwealth standards, stored in our internal repositories as required by our auditors, and properly version-controlled via the formal project change management process. The TPM will adhere to and enforce all EOHHS/EOTSS policies through strong enforcement of change control processes and maintain the configuration document repository to ensure that the proper Business Continuity needs are met.* The TPM will follow change order and amendment procedures when required.* The TPM may be responsible for other related projects as required. The TPM will report to the HSN MassHealth Director. The primary work location for this role will be 1 Enterprise Drive, Quincy, Massachusetts 02171. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST. This position is expected to follow a hybrid model that combines in-office workdays with work-from-home days as needed. Candidates should be local only.**REQUIRED SKILLS (Special Skill Set, Abilities, Knowledge):*** Extensive hands-on experience in IT project management as a project manager, with full accountability and financial responsibility (professional certification preferred)* Strong operational and project management skills in software development lifecycle (SDLC) methodologies.* Strong knowledge, experience, or familiarity with AWS services or AWS migration experience (or similar services such as Azure).* Strong understanding of testing methodologies across functional, systems, integration, performance, UAT, and security phases.* Able to foster a collaborative work environment and demonstrate excellent leadership skills. Proven ability to develop and maintain effective relationships and to collaborate with management, end users, project team members, vendors, and across diverse business groups.* Proven expertise in oral and written communication and in presentation skills.* Possess excellent problem-solving and team collaboration skills required in project environments.* Proficiency with Microsoft Office, MS Project, and Visio, as well as collaboration tools like MS SharePoint, Jira, and MS Teams.**QUALIFICATIONS (Education, Yearsโ€™ Experience, Certificates):*** Bachelorโ€™s degree in Computer Science, Computer Information Systems, Information Management, or equivalent work experience. #J-18808-Ljbffr
