Job Description:

This is a FEDERAL GRANT FUNDED position and is subject to available grant funds.

The HIV Assistant Data Manager position is responsible for coordinating the daily operations of the
electronic data capture system for HIV counseling, testing, and prevention services. The assistant data
manager oversees the data team's workflow, monitors incoming electronic submissions for accuracy
and completeness, resolves data errors, and ensures timely corrections. This position also provides
frontline support to district and site users, assists with training, and contributes to data analysis and
reporting. The Assistant Data Manager plays a key role in maintaining high-quality, real-time data in
alignment with CDC and state requirements.

  • Oversee the daily flow of both electronic and paper form HIV testing data submissions from all health districts and sites to ensure data is received, reviewed, and processed on time.

  • Monitor data quality dashboards and system alerts; identify errors, missing data, or incomplete submissions; and coordinate corrections with district and site staff.

  • Support the Data Manager in running routine data quality checks and preparing summary reports, performance snapshots, and monitoring updates.

  • Assist the Data Manager with basic data analysis, including generating tables, charts, and summary metrics for routine reporting.

  • Support the preparation of monthly, quarterly, and annual reports by compiling data, reviewing for accuracy, and formatting outputs.

  • Help develop clear data visualizations and presentation materials for internal meetings, provider calls, and leadership updates.

  • Serve as the first point of contact for data entry staff and site users for technical questions, basic troubleshooting, and system navigation support.

  • Escalate complex system or data quality issues to the Data Manager and coordinate with IT or the system vendor when needed.

  • Provide onboarding, refresher training, and technical assistance to district staff and new users to ensure proper system use and adherence to data protocols.

  • Assist the Data Manager with maintaining site IDs, user accounts, permissions, and site profiles within the electronic system.

  • Ensure compliance with all data security, confidentiality, and privacy standards

Preferred Qualifications:

  • Completion of a master's degree in public health, public administration, or a field related area of assignment and two years of human service program planning, evaluation, or professional-level delivery experience in work related to the area of assignment.

  • Completion of a bachelor's degree in any field and four year of human service program planning, evaluation, or professional-level delivery experience in work related to the area of assignment.

  • The successful applicant will have advanced knowledge of public health core competencies and statistical software.

  • Possess background in HIV epidemiology, process and outcome evaluation.

  • Have working knowledge of HIV and HIV related systems.

  • Knowledge of the HIV/AIDS epidemic in Georgia. Areas of specialization consist of public health research; data analysis and management; infectious disease modeling (Excel macros and decision tree); epidemiology; disease & outbreak investigations; community mobilization; qualitative research development; literature reviews, IRB guidance; budget allocation; public health readiness & response; manuscript development and submission.

  • Familiar with Evaluation Web system

  • Use of SPSS, SAS, Excel macros, and to input, analyze and evaluate simple and complex data sets.

  • Experience in HIV Prevention, including data analysis, data management, and establishing/monitoring protocols.

Minimum Qualifications:

Bachelor's degree in operations management, business administration, or a related field which includes three (3) years in a managerial or supervisory role; or seven (7) years of related professional experience which includes three (3) years in a managerial or supervisory role; or three (3) years of experience required at the lower level Mgr, Business Ops (GSM010) or position equivalent.--Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
