Job description

Neptune Technology Group is seeking a Senior Technology Development Manager to provide strategic and operational leadership over our Technology Development organization and its broad portfolio of engineering functions critical to Neptuneโ€™s long-term product success. This is a senior engineering management role with significant organizational breadth and influence โ€” spanning early-stage technology research, product regulatory compliance, intellectual property strategy, and hardware architecture direction across multiple sites and product lines.

The Technology Development organization exists to close knowledge gaps and reduce technical risk before work enters active product development programs. This role will set the strategic direction and roadmap for that research mission, while also holding accountability for Neptuneโ€™s regulatory certification strategy and intellectual property portfolio. The ideal candidate is a seasoned engineering leader with deep interdisciplinary expertise, a track record of building and scaling engineering organizations, and the judgment to represent Technology Development at the executive level.

This role differs from the Technology Development Manager position in scope and altitude: rather than managing a single team, the Senior Technology Development Manager oversees multiple functional leads and teams, owns the departmentโ€™s strategic roadmap and budget, and serves as a key advisor to senior engineering and business leadership on technology risk, IP strategy, and regulatory posture.

Key Responsibilities
  • Organizational Leadership: Lead, scale, and develop the Technology Development organization, including managers, engineers, technicians, and co-ops, building a culture of technical rigor, mentorship, and continuous learning across multiple teams and sites.
  • Strategic Research Direction: Set the strategic roadmap for early-stage technology research programs aimed at closing knowledge gaps and reducing technical risk before work enters active product development, partnering with senior product management and engineering leadership to align research investment with long-term business priorities.
  • Regulatory Compliance Strategy: Own Neptuneโ€™s product regulatory compliance strategy and governance โ€” providing senior oversight of the team and processes managing all applicable certifications including FCC, Carrier, UL, FM, NSF, NOM, and others, and cultivating strategic relationships with external test labs, certification agencies, and regulatory bodies.
  • Intellectual Property Strategy: Own Neptuneโ€™s intellectual property strategy and portfolio management โ€” directing engagement with outside patent counsel, guiding patent filing strategy and prioritization, and serving as the senior engineering point of contact for legal inquiries and IP risk matters.
  • Hardware Architecture Governance: Serve as a senior technical authority on hardware architecture decisions and product specification development, providing guidance and review across the broader engineering organization and multiple concurrent product programs.
  • Process & Organizational Development: Establish and continuously improve processes, policies, and governance structures to ensure engineering projects and research programs align with organizational objectives, budgets, and schedules across the department.
  • Cross-Functional & Executive Collaboration: Partner with product management, manufacturing, quality, legal, and executive leadership to assess feasibility, cost effectiveness, and strategic prioritization of technology development programs, and represent Technology Development in executive-level planning and reviews.
  • Budget & Resource Ownership: Own departmental budget planning and resource allocation across research, compliance, and IP functions, ensuring effective use of headcount, capital, and outside-counsel or lab spend.
  • Talent Development: Coach and develop team leads and future managers within the organization, building bench strength and succession depth across Technology Development.
Requirements

Education

  • Bachelorโ€™s degree in Engineering; Electrical Engineering preferred. Masterโ€™s degree in Engineering or related field strongly preferred.

Experience

  • 10+ years of relevant engineering experience, including significant experience in engineering leadership or management roles of increasing scope.
  • Demonstrated success building, scaling, and leading multi-team engineering organizations across technical disciplines.
  • Direct experience owning or providing senior oversight of product regulatory compliance and intellectual property management functions.
  • Experience developing departmental strategy, budgets, and roadmaps, and presenting to senior/executive leadership.

Skills

  • Deep, well-rounded engineering background with interdisciplinary technical expertise spanning electrical, mechanical, and/or systems engineering domains.
  • Proven ability to set strategy and prioritize across a large, diverse portfolio spanning research, compliance, IP, and operational workstreams.
  • Executive-level communication and influence skills, with the ability to represent the organization credibly to engineering, product, legal, and executive stakeholders.
  • Strong people-leadership skills, including experience developing managers and building organizational succession depth.

Preferred Qualifications

  • Experience in AMI (Advanced Metering Infrastructure), IoT, wireless communications, or utility technology products.
  • Deep familiarity with RF communication technologies, embedded systems, or wireless certification processes (e.g., FCC Part 15, carrier certification programs).
  • Substantial experience with patent strategy, IP portfolio management, or working closely with patent counsel.
  • Experience leading distributed or multi-site engineering teams.
