POSITION: Long-term Substitute 

LOCATION: Marlinton Middle School 

CLASSIFICATION: Professional

REPORTS TO: Director of Child Nutrition, Attendance, Assessment and Student Affairs; Principal(s)

EVALUATION: Evaluations conducted as defined in West Virginia Board of Education Policy 5310 and PCBOE Policy 3220.

FLSA STATUS: Exempt

CONTRACT: Long-term Substitute Assignment

SALARY: Based on experience and education level per Pocahontas County Schools salary schedule. See pocahontascountyschoolswv.sites.thrillshare.com for pay scales and benefits information. 

TERM OF EMPLOYMENT: Upon approval for the 2026-2027 school year. This assignment will terminate when a regularly employed substitute teacher returns, when a regular employee is hired to fill the position, or at the end of the 2026-2027 school year, whichever occurs first.

JOB DESCRIPTION 
Pursuant to WV Code 18A-1-1:

"Long-term substitute" means a substitute employee who fills a position for more than thirty consecutive instructional days, regardless of whether the position is vacant or the regular employee is absent.

"Classroom substitute teacher" means a professional educator who has a direct instructional or counseling relationship with students and who spends the majority of his or her time in that capacity.

Under the direction of the Building Principal and Director of Child Nutrition, Attendance, Assessment and Student Affairs, the long-term alternative education substitute teacher develops and provides specialized instruction designed to meet the unique academic, behavioral, social, and emotional needs of students in an alternative educational setting. The substitute teacher creates an environment focused on student growth, behavioral improvement, academic achievement, and successful transition back to the traditional educational environment when appropriate.

The long-term alternative education substitute teacher is responsible for providing standards-based instruction aligned with the West Virginia College- and Career-Readiness Standards, implementing behavioral supports and interventions, monitoring student progress, collaborating with families and school personnel, and maintaining a safe and structured learning environment that promotes student success.

The long-term substitute performs duties consistent with the expectations of a professional educator as defined by West Virginia Code, West Virginia Board of Education policy, and Pocahontas County Board of Education policy.

QUALIFICATIONS

  • Valid West Virginia Long-Term Substitute Permit.
  • Must be properly endorsed in the area required for the assigned position in accordance with West Virginia Department of Education certification and permit requirements.
  • Must be an approved substitute teacher for Pocahontas County Schools.
  • Criminal background check conducted pursuant to WV Code 18A-3-10.
     

ADDITIONAL MINIMUM REQUIREMENTS

  • Applicants who have recent unsatisfactory evaluations will not be considered eligible for consideration
  • Applicants who demonstrate unsatisfactory interview performance are not eligible for consideration
  • Applicants who receive unfavorable reference recommendations will not be eligible for consideration.
  • Applicants who have been dismissed or who have had their contracts non-renewed for cause by another school district are not eligible for consideration.

  • The long-term alternative education substitute teacher uses a standards-based approach to instruction aligned with the state and local curriculum and sets instructional goals and objectives that describe what students will learn.
  • The long-term alternative education substitute teacher involves students whenever appropriate in designing instruction in a manner that engages students in a sequence of meaningful instructional activities that support the West Virginia standards.
  • The long-term alternative education substitute teacher uses a balanced approach to ensure both assessment of learning and assessment for learning to provide both long-term alternative education substitute teacher and students information to guide future learning.
  • The long-term alternative education substitute teacher 's understanding of the unique characteristics of the learner is evidenced in the design of learning activities which are developmentally appropriate and differentiated to engage all students in the learning process.

Professional Responsibilities

  • The long-term substitute teacher demonstrates behavior that reflects established professional responsibilities, including attendance, punctuality, and effective verbal and nonverbal communication.
  • The substitute teacher adheres to established laws, policies, rules, and regulations.
  • The substitute teacher interacts appropriately with students, educational personnel, and parents.
  • The substitute teacher is punctual with reports, grades, records, and reporting to work.
  • The substitute teacher commands respect by example in appearance, manners, behavior, and language.

Additional Duties and Responsibilities

  • Supervise and monitor students assigned to the In-School Suspension (ISS) room for the full duration of their intervention.
  • Collaborate with administrators, counselors, social workers, behavior specialists, and other personnel to support student success.
  • Maintain accurate documentation and records related to student academic and behavioral progress.
  • Carry out other duties and responsibilities as assigned by the Principal, Superintendent, or designee in support of the educational mission of Pocahontas County Schools.

PHYSICAL DEMANDS
