Position: Technical Project Manager – Finance & Property Tax Systems

Location: Phoenix, AZ

Duration: 6 Months [Conversion to FTE Possible]

Summary:

The Technical Project Manager is responsible for leading complex technology initiatives that support Finance, Accounting, and Property Tax operations within a government agency. This role serves as the bridge between business stakeholders, finance professionals, IT teams, and external vendors to successfully deliver technology solutions that improve operational efficiency, ensure regulatory compliance, and support accurate property tax administration.

The ideal candidate combines strong project management expertise with deep knowledge of governmental finance, accounting principles, and property tax processes. This position requires experience managing enterprise system implementations, process improvements, data integrations, financial reporting initiatives, and cross-functional technical projects.

Skills/Experience Needed:

• 7+ years of project management experience leading enterprise technology projects.

• 5+ years supporting Finance, Accounting, or Property Tax operations.

• Experience working within a city, county, state, or other government agency.

• Strong understanding of governmental accounting practices, budgeting, and financial reporting.

• Experience with ERP systems such as Oracle, SAP, Workday, Tyler Technologies, CGI, Infor, or similar government financial systems.

• Experience managing software implementation and system integration projects.

• Strong knowledge of SDLC, Agile, Waterfall, and hybrid project management methodologies.

Key Responsibilities:

Project Leadership

• Lead multiple technical projects from initiation through implementation and post-production support.

• Develop project charters, business cases, work plans, budgets, timelines, and resource plans.

• Manage project scope, risks, issues, dependencies, and change requests.

• Monitor project progress and provide regular status updates to executive leadership and stakeholders.

Business & Technical Analysis

• Partner with Finance, Accounting, Treasury, Assessor, Treasurer, and Property Tax departments to identify business needs.

• Coordinate with software developers, infrastructure teams, database administrators, and vendors to deliver technical solutions.

• Support solution design while ensuring compliance with government policies and accounting standards.

Finance & Property Tax Expertise

• Manage projects involving:

o Property tax billing and collections

o Assessment and valuation systems

o Levy calculations, Tax roll processing

o Financial reporting, General Ledger integrations

o Budget and forecasting systems, Revenue accounting

o Tax distribution and apportionment

• Ensure compliance with applicable state statutes, governmental accounting standards (GASB), and internal financial controls.

• Support audit readiness and documentation requirements.

Preferred: (Nice to have)

• Project Management Professional (PMP) certification.

• Certified Scrum Master (CSM) or Agile certification.

• Certified Government Financial Manager (CGFM).

• CPA or accounting background.

• Experience with Property Tax Administration systems.

• Experience with GIS integration, SQL, reporting tools, Power BI, Tableau, or business intelligence platforms.

• Knowledge of Azure DevOps, Jira, Microsoft Project, and Microsoft 365.
