JOC Project Manager
Position Overview
We are seeking a results-oriented JOC Project Manager to oversee and deliver multiple facility construction and maintenance projects under Job Order Contracting (JOC). The successful candidate will lead project planning and execution, manage budgets and schedules, coordinate subcontractors and demolition work when required, ensure quality and safety compliance, and maintain strong client relationships. This role requires a hands-on construction background and proven project management skills to deliver task orders on time and within budget.
Key Responsibilities

  • Manage the full project lifecycle for JOC task orders, including planning, scheduling, budgeting, procurement, execution, and closeout.
  • Serve as the primary point of contact for clients, stakeholders, and subcontractors; maintain effective communication and manage expectations.
  • Prepare, review, and negotiate task order scopes, estimates, proposals, and change orders in accordance with JOC procedures.
  • Coordinate and oversee on-site construction activities and demolition work when required, ensuring compliance with safety regulations and environmental requirements.
  • Monitor project budgets, track costs and forecasts, and implement corrective actions to control cost and schedule variances.
  • Develop and maintain project schedules, conduct progress meetings, and manage subcontractor performance and coordination.
  • Ensure quality control through inspections, punch lists, and timely resolution of deficiencies.
  • Maintain accurate project documentation, reports, daily logs, submittals, RFIs, and as-built records to support contract compliance and auditing.
  • Implement and enforce safety policies and procedures, promote a safety-first culture, and ensure OSHA and site-specific requirements are met.
  • Support business development activities for new JOC task orders by contributing to estimating, proposal development, and client presentations.

Qualifications

  • 5+ years of construction project management experience (commercial, institutional, or federal facilities).
  • Demonstrated experience as a Project Manager with ownership of schedule, budget, quality, and safety.
  • Working knowledge of Job Order Contracting (JOC) processes and task order management preferred.
  • Experience coordinating demolition and site preparation activities is a plus.
  • Strong estimating, budgeting, and contract administration skills; proficiency with MS Office and project management/estimating software.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Knowledge of OSHA regulations, safety best practices, and local building codes.
  • Ability to travel to job sites, manage multiple concurrent task orders, and pass background checks and drug screening as required.
