The Ground Support Task Order Project Manager is responsible for day-to-day execution of the Ground Support Task Order under the Hybrid Architecture and Development for Experimental Systems (HADES) IDIQ. This role serves as the Government-facing primary point of contact and is directly responsible and accountable for scope, cost, schedule, technical performance, security compliance, facilities, logistics, and operational ground system readiness in support of 24/7 multi-mission space operations at the Research, Development, Test, and Evaluation Support Complex (RSC), with primary focus on sustainment of existing capabilities and integration of evolving mission requirements.
This position is contingent upon contract award
Key Responsibilities
  • Serve as the primary point of contact to the Government for the Ground Support Task Order, ensuring responsive, high-quality execution across contractor and subcontractor teams.
  • Plan, manage, and execute the approved staffing plan, including full-time and matrixed personnel, to support high-tempo operations and on-call mission demands.
  • Ensure personnel are appropriately trained, credentialed, and certified to support assigned missions.
  • Support phase-in/phase-out activities associated with mission partners and work with the HADES PM to ensure appropriate staffing levels to maintain ground system operations, to include the need to surge, as requested by the Government customer.
  • Provide integrated cost, schedule, and technical status reporting; identify risks and implement corrective actions as required.
  • Manage procurement, logistics, sustainment, and lifecycle planning for ground systems, facilities, and infrastructure.
  • Coordinate facility services including power resiliency, HVAC, furniture maintenance, network infrastructure, and space optimization.
  • Ensure on-site hardware support during business hours and on-call support during non-business hours in accordance with response timelines.

Required Qualifications
  • Active DoD TS/SCI clearance with SAP eligibility.
  • Bachelor's degree in Engineering, Computer Science, Information Systems, or a related technical discipline.
  • Minimum of 10 years of experience managing technical programs in secure operational environments.
  • Demonstrated experience with cost, schedule, and technical management in a Government contracting environment.
  • Working knowledge of RMF, ATO/ATC/IATT, configuration management, cybersecurity, and property accountability.
  • Strong leadership, communication, and stakeholder engagement skills.

Desired Qualifications
  • PMP, INCOSE, ITIL, or similar professional certification.
  • Experience supporting SSC/SD, SDG, or SDX missions and RSC operations.
  • Background in facilities modernization, power and HVAC resiliency, network operations, or COMSEC support.
  • Familiarity with DevSecOps, cloud-based ground architectures, or digital engineering practices.

Work Environment
  • Primary work location is on-site at Kirtland AFB, Albuquerque, New Mexico.
  • High-tempo, mission-focused environment supporting 24/7 operations.
  • Travel up to 20% may be required in support of integration and program reviews.
