Overview:

INTECON, LLC is seeking an experienced Task Manager / Lead Analyst to provide leadership, operational expertise, and program oversight in support of the Mobility Air Forces (MAF) Mission Planning Systems (MPS) Capability Drop-4 (CD-4) modernization effort for Air Mobility Command (AMC).

This position serves as the senior contractor lead and primary interface with Air Mobility Command, responsible for integrating operational mission planning requirements with technical modernization initiatives while ensuring successful execution of all contract objectives.

The Task Manager / Lead Analyst will lead a multidisciplinary team supporting requirements development, systems integration, training, and mission planning modernization activities. The successful candidate will possess deep knowledge of Air Mobility Command operations, mission planning processes, and DoD program execution, enabling the translation of operational needs into actionable technical solutions that enhance MAF mission effectiveness.

This is an ideal opportunity for a seasoned Air Force operations professional, mission planner, or program manager with extensive experience supporting mission planning systems, operational requirements development, and senior-level stakeholder engagement.

Key Responsibilities:
  • Program Leadership & Contract Management
    • Serve as the senior contractor lead and primary point of contact for the Government, including the Contracting Officer's Representative (COR), AMC/A5/8 leadership, and other key stakeholders.
    • Provide overall leadership, management, and oversight of contractor personnel supporting AMC mission planning modernization efforts.
    • Direct day-to-day contract execution, ensuring all technical, administrative, and programmatic requirements are delivered on time and in accordance with Government standards.
    • Monitor contract performance metrics, identify risks and issues, and implement mitigation strategies to ensure successful program execution.
    • Support continuity of operations planning to sustain mission-essential support during contingencies, personnel absences, or surge operations.
  • Operational Integration & Requirements Management
    • Provide senior-level operational expertise to ensure mission planning capabilities align with real-world Mobility Air Forces operational requirements.
    • Translate operational needs and user feedback into actionable requirements, technical recommendations, and modernization priorities.
    • Link operational requirements to technical integration activities, ensuring mission planning systems achieve interoperability, usability, and mission effectiveness objectives.
    • Provide operational perspective and analysis for requirements documents, training products, concepts of employment, and modernization initiatives.
    • Advise Government leadership on mission planning processes, capability gaps, operational impacts, and recommended solutions.
  • Stakeholder Coordination & Technical Integration
    • Facilitate collaboration among AMC, AFLCMC, software developers, mission planners, trainers, and functional stakeholders.
    • Lead cross-functional working groups, technical discussions, and program reviews to synchronize requirements, development activities, and training initiatives.
    • Coordinate with multiple organizations to resolve issues, adjudicate competing priorities, and support integrated capability delivery.
    • Ensure operational requirements are accurately reflected in technical solutions, documentation, and fielded capabilities.
  • Program Reporting & Deliverables Management
    • Oversee development, review, and delivery of all contract deliverables, ensuring accuracy, quality, and compliance with Government requirements.
    • Compile and submit recurring reports, including Monthly Status Reports (MSRs), metrics, travel reports, and other required deliverables.
    • Track schedules, action items, risks, decisions, and dependencies to ensure successful execution of contract objectives.
    • Respond to Government requests for information, data calls, and ad hoc reporting requirements in a timely and accurate manner.
    • Support Contractor Manpower Reporting (CMR) activities, including labor hour collection, validation, and reporting.
  • Knowledge Management & Collaboration
    • Maintain program documentation, records, and artifacts within Government-approved collaboration environments, including SharePoint, Teams, JIRA, and other designated repositories.
    • Ensure proper configuration management, document version control, and accessibility of program information.
    • Promote effective communication and information sharing across geographically dispersed stakeholders and teams.
Security Clearance:
  • Active Top Secret clearance with SCI Eligibility (TS/SCI).
Qualifications:
  • Bachelor's degree in Engineering, Computer Science, Systems Engineering, Management, Aeronautics, Business Administration, or a related field is required; Master's degree is preferred.
  • Significant Mobility Air Forces (MAF) operational military experience may be substituted for formal education requirements.
  • Minimum of 10 years of progressively responsible experience supporting DoD or Air Force programs involving mission planning systems, operational requirements, systems integration, modernization initiatives, or program management.
  • Minimum of 8 years of U.S. Air Force operational experience, preferably within the Mobility Air Forces (MAF) community.
  • Demonstrated experience leading cross-functional, multi-organizational teams supporting complex defense programs, mission planning activities, or task orders.
  • Proven experience serving as a senior operational advisor, program lead, or subject matter expert supporting Air Force or DoD modernization efforts.
  • Experience managing program documentation, schedules, deliverables, performance metrics, risks, and contract reporting requirements.
  • Demonstrated ability to effectively interface with senior government leadership, operational stakeholders, system developers, and acquisition organizations.
  • Extensive knowledge of U.S. Air Force operations, particularly airlift, aerial refueling, mission planning, and Air Mobility Command (AMC) processes.
  • Experience translating operational requirements into technical recommendations, capability priorities, and modernization initiatives.
  • Strong understanding of DoD program management, requirements development, and systems integration processes.
  • Experience preparing and delivering executive-level briefings, reports, and decision-support products.
  • Excellent leadership, organizational, analytical, communication, and stakeholder management skills.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Experience using Microsoft Teams, SharePoint, JIRA, Confluence, Microsoft Project, or similar collaboration and project management tools.
  • Experience with task tracking, action item management, knowledge management, and reporting systems.
  • Preferred Certifications:
    • Project Management Professional (PMP) certification or equivalent.
    • DAWIA/DAWF Program Management certification.
    • ITIL Foundation certification or equivalent.
    • Completion of relevant Professional Military Education (PME) commensurate with senior leadership responsibilities.
