JOB SUMMARY
The Identity and Access Management (IAM) team at the University of Connecticut is seeking an Identity Data Developer that will support the continued implementation and enhancement of the University's enterprise Identity and Access Management data platform. Working under the direction of the lead IAM Data Architect, this position will develop, maintain, and support identity synchronization processes, enterprise integrations, and identity data services that provision and manage digital identities across university systems. This position is eligible for a hybrid work model requiring at least two days per week in the office.
The successful candidate will work within an established technical architecture to process authoritative data sources, develop synchronization processes, improve data quality, and ensure the integrity and security of identity data throughout its lifecycle.
This position requires strong database development skills, collaboration skills, attention to detail, and the ability to troubleshoot data issues across multiple enterprise systems.
DUTIES AND RESPONSIBILITIES
Identity Developer 2
  • Develop and maintain Oracle PL/SQL packages, procedures, functions, views, and supporting database objects.
  • Build and support identity synchronization processes between enterprise systems using established architectural patterns.
  • Develop and maintain integrations using Boomi or similar enterprise integration platforms.
  • Develop ETL processes that efficiently synchronize enterprise datasets while maintaining data integrity.
  • Troubleshoot data discrepancies across development, test, and production environments.
  • Support production IAM operations, including monitoring, incident response, and issue resolution.
  • Create and maintain technical documentation, deployment procedures, and operational runbooks.
  • Participate in code reviews, testing, and release activities.
  • Work closely with security, infrastructure, application teams, and functional stakeholders to support identity services.

Additional Job Duties - Identity Developer 3
  • Define, document, and implement standards, patterns, and procedures for identity data processes.
  • Design and standardize secure, reusable endpoints for data delivery and integration.
  • Participate in data governance activities related to IAM datasets, including data quality, ownership, classification, and retention.
  • Collaborate with Human Resources, the Registrar's Office, and other data owners to improve IAM data quality and functionality.

MINIMUM QUALIFICATIONS
Minimum Qualifications - Identity Developer 2
  1. Eight years of related experience; OR, an associate's degree and six years of related experience; OR a bachelor's degree and four years of related experience.
  2. Demonstrated experience developing and supporting solutions using Oracle PL/SQL or another relational database management system.
  3. Demonstrated experience maintaining scalable ETL pipelines and implementing complex data transformations in an enterprise database environment.
  4. Demonstrated experience identifying, investigating, and resolving data inconsistencies in production.
  5. Demonstrated experience working with application-specific or domain-specific datasets.
  6. Demonstrated experience monitoring production integrations and responding to failed or incomplete data processing.
  7. Demonstrated written communication skills.

Additional Minimum Qualifications - Identity Developer 3
  1. Ten years of related experience; OR, an associate's degree and eight years of related experience; OR a bachelor's degree and six years of related experience.
  2. Demonstrated experience designing, developing, and maintaining scalable ETL processes and complex data transformations in enterprise database environments.
  3. Demonstrated experience collaborating with technical teams, data stewards, and business stakeholders to define and implement data standards.
  4. Demonstrated experience designing reusable data integrations, interfaces, or APIs.
  5. Demonstrated experience leading the resolution of complex production data issues.

PREFERRED QUALIFICATIONS
Preferred Qualifications - Identity Developer 2
  1. Familiarity with JDBC and remote connections to databases
  2. Demonstrated experience with SQL Developer
  3. Demonstrated experience with DR processes
  4. Demonstrated experience with identity specific datasets
  5. Demonstrated experience with sensitive data types such as PII, FERPA, etc.
  6. Demonstrated experience using REST APIs
  7. Demonstrated experience with integration platforms such as Boomi or Pentaho
  8. Demonstrated experience with identity lifecycle data, such as onboarding, transfers, terminations, affiliations, and account provisioning.
  9. Demonstrated experience with higher education administrative systems such as PeopleSoft or Workday.
  10. Experience working in a higher education setting.

Additional Preferred Qualifications - Identity Developer 3
  1. Demonstrated experience participating in or leading data governance initiatives.
  2. Demonstrated experience designing and implementing secure APIs for dataset access and delivery.
  3. Demonstrated experience working within established software development life cycle (SDLC).
  4. Demonstrated experience integrating with or supporting SailPoint Identity Security Cloud.
  5. Demonstrated experience providing technical leadership, mentoring developers, or leading complex data initiatives.
  6. Demonstrated experience developing and supporting identity lifecycle processes, including onboarding, transfers, terminations, and access changes.
