Position Summary:
The Business Development Manager - State & Local Government Programs (SLED) - Eastern Region is responsible for driving business development initiatives and supporting sales teams throughout the Eastern Region. This role serves as the regional subject matter expert on state and local government procurement, cooperative purchasing programs, public-sector contracting, and government sales strategies.
Working closely with Regional Sales Leadership, District General Managers, District Sales Managers, and the Senior Contract Sales Support Specialist, this position will assist in identifying, qualifying, and pursuing opportunities across state agencies, municipalities, counties, K-12 schools, higher education institutions, public safety organizations, transportation agencies, utilities, healthcare organizations, and other public-sector entities.
The successful candidate will possess a deep understanding of government procurement processes, cooperative purchasing vehicles, public-sector funding methods, and long-term relationship development within the State and Local Government marketplace.
Key Responsibilities:
  • Support Regional Sales Leadership and district sales teams in achieving SLED growth objectives.
  • Lead business development initiatives throughout the Eastern Region.
  • Identify, qualify, and support public-sector opportunities from initial engagement through contract award.
  • Assist sales teams with account planning, opportunity strategy, customer engagement and overall understanding of the SLED Vertical.
  • Build relationships with government agencies, educational institutions, cooperative purchasing organizations, procurement officials, consultants, engineers, architects, and construction partners.
  • Promote and support utilization of cooperative purchasing programs, state contracts, and regional contract vehicles.
  • Work closely with the Senior Contract Sales Support Specialist to develop and execute growth strategies for state contracts, cooperative purchasing programs, and regional contract vehicles.
  • Assist with RFP, RFQ, bid, and contract opportunities by coordinating internal resources and pursuit strategies.
  • Partner with Regional Sales Directors, District Sales Managers and General Managers to develop and deliver public-sector sales training and best practices.
  • Collaborate with Core & Enterprise Sales, Estimating, Engineering, Project Management, and Operations teams to support strategic pursuits.
  • Participate in customer meetings, industry conferences, procurement events, and association activities.

Minimum Qualifications:
  • Minimum of 5+ years of experience in security, fire alarm, life safety, integrated systems, technology, facilities services, or related service industries.
  • Minimum of 10+ years of experience in business development, sales leadership, public-sector sales, account management, or strategic market development. From private sector.
  • Demonstrated success developing business within State, Local Government, and Education (SLED) markets.
  • Strong understanding of public procurement processes, contracting vehicles, government purchasing practices and fiscal annual budgets.
  • Proven ability to develop and maintain executive-level customer relationships.
  • Experience supporting large, complex opportunities with multiple stakeholders and extended sales cycles.
  • Excellent communication, presentation, relationship-building, and negotiation skills.
  • Bachelor's degree in Business, Marketing, Public Administration, or related field; equivalent work experience will be considered.
  • Ability to travel up to 65% throughout the Eastern Region.

Preferred Qualifications:
  • Experience with cooperative purchasing organizations including NASPO ValuePoint, OMNIA Partners, Sourcewell, BuyBoard, HGACBuy, PEPPM, and similar programs.
  • Experience supporting government RFPs, RFQs, contract vehicles, and public-sector procurement initiatives.
  • Knowledge of state and local government budgeting processes, grants, bond funding, and capital improvement programs.
  • Active participation in public-sector, procurement, security, fire, or life safety industry associations.
  • Working knowledge of security, fire alarm, life safety, access control, video surveillance, monitoring, and integrated technology solutions.
