Our Construction Management team has an immediate need for a Construction Observer II. In this role, you will oversee field inspection and observation of on-site construction activities, maintaining daily construction observation forms and daily diaries, writing inspector’s daily reports, and interacting directly with City officials, the Contractor, and TxDOT personnel.


What you will do:

  • Under the review and direction of the Project Manager, perform field inspection and oversight of highway and bridge construction activities.
  • Analyze procedures to identify deficiencies; recommend improvements to management.
  • Attend pre-construction meetings and answer questions from contractors and other attendees.
  • Calculate payments due contractors for work completed.
  • Review equipment utilization data and time and cost estimates.
  • Review contract documents to verify compliance with governmental regulations and conformance with project requirements.
  • Monitor project phasing and traffic control plans or airport closure plans and ensure compliance with approved safety standards; inspect barricades as required and move traffic control devices and barricades.
  • Oversee construction record-keeping activities; recommend payments to contractors; recommend change orders, extra work orders/supplemental agreements; review proposed change orders submitted by consultants; prepares reports.
  • Prepare monthly and final estimates.
  • Perform engineering-related planning, design, data collection, inspections, assessments, analysis, and review activities for plan development by others.
  • Serves as a lead worker or project leader.
  • Train less experienced inspectors on work methods.
  • Observe quality assurance testing and review test results for conformance with contract requirements.
  • Document work progress and issues arising throughout scope of project.
  • Assist in recording and review the “As Built” information is accurate.
  • Able and willing to work during the day and/or night shifts and/or flexible schedules as required to support the project requirements.
  • Able to travel to projects outside the Houston area to attend preconstruction meetings, project progress meetings, etc.
  • Perform other duties as assigned.

Who you are:

You are a detail-oriented individual and a critical thinker with excellent time and task management skills. You are an accomplished communicator, both verbal and written, and you can work on multiple tasks at a time.


What you bring:

  • High school diploma or equivalent.
  • Minimum 5 years of construction roadway and bridge inspection.
  • Valid Class C driver’s license.
  • Experience using Microsoft Office software.
  • Knowledge of pavement construction, resurfacing, rehabilitation, and repair of asphalt and concrete pavement.
  • Thorough knowledge of TxDOT specifications and standards preferred.
  • Certifications through TxAPA, ACI, SWPPP, and OSHA required.
  • Knowledge of basic mathematical equations.
  • Knowledge of Texas Manual on Uniform Traffic Control Devices (TMUTCD).
  • Familiarity with Site Manager and/or Primavera preferred but not required.
