Job description

The Construction Quality Manager is responsible for leadership, direction, management and the execution of the Construction Design-Build Quality Program for projects in various locations. The Construction Quality Manager develops guidance that confirms installations comply with the applicable plans, codes, standards, specifications and construction practices, including the timely completion and collection of inspection and test reports as required.

  • Develop and issue the Construction Quality Plan based on project-specific specifications, codes and jurisdictional requirements. 
  • Communicate plan requirements to the project management team.
  • Collaborate with the project management team on the set-up and implementation of key quality processes and application methods.
  • Responsible for coaching, training and mentoring field quality personnel with regards to the Construction Quality Management System including quality verifications required to comply with the specifications.
  • Responsible for recommending enhancements and changes to the Construction Quality Management System.
  • Confirm conditions adverse to quality are identified, documented, disposition and tracked through acceptance and closure.
  • Support the Corrective Action resolution process.
  • Review and confirm compliance of subcontractor quality submittals and Inspection and Test Plans (ITP's).
  • Proactively communicate project-specific quality improvement opportunities to the project management team.
  • Support project sites in confirming quality metrics are consistently tracked and reported.
  • Assist the project team with set-up and scheduling of Nondestructive Examination and heat treatment activities. 
  • Confirm the Construction Quality Plan aligns with turnover requirements identified in the project contract documents.
  • Act as a liaison between the Project Manager and the Authorized Inspector for Code work scopes.
  • Perform site assessments and audits to confirm compliance with the implemented Construction Quality Management System.
  • Comply with all Safety & Health requirements and monitor construction activities to ensure adherence to safety standards.
  • Participate in the Task Safety Observations (TSO's) process and define corrective measures for problem areas.
  • Provide oversight, guidance, and support for project teams on the development and execution of quality processes.
  • Provide oversight and guidance to project site quality personnel.
  • Performs other duties as assigned.
  • Comply with all policies and standards.

Knowledge, Skills and Abilities

  • Must be detailed oriented.
  • Strong analytical and problem-solving skills.
  • Strong computer and communication media skills.
  • Familiarity with heavy industrial applications including, Oil, Gas, Chemical, and Power.
  • Familiarity with installing Transmission and Distribution assets including substations and overhead transmission lines.
  • Familiarity with PHMSA, 49 CFR Part 192, Transportation of Natural Gas and Other Gas by Pipeline and 49 CFR Part 195, Transportation of Hazardous Liquids by Pipeline.
  • High School Diploma/GED and 11 years managing and implementing quality control procedures.
  • Associate's degree in Engineering, Construction, Welding Technology, Nondestructive Examination or related field and 9 years managing and implementing quality control procedures.
  • Bachelor's degree in Engineering, Construction, Welding Technology, Nondestructive Examination or related field, and 7 years managing and implementing quality control procedures.
  • Must be detailed oriented.
  • Strong analytical and problem-solving skills.
  • Strong computer and communications media skills.
  • Certified Welding Inspector-AWS preferred.
