1. Background
One key goal of the CGIAR Food Frontiers and Security Science Program is to advance evidence on women's voice in fragile settings. As part of this work, IFPRI and research partners recently implemented a randomized evaluation in rural Bangladesh examining whether community-based civic information videos influenced political information, civic engagement, and women's political participation surrounding the February 2026 national election.
To better understand the mechanisms through which the intervention may have influenced attitudes, behaviors, and community dynamics, IFPRI is seeking a qualified survey firm to implement a follow-up computer-assisted telephone interview (CATI) survey. The survey will collect information on respondents' exposure to the intervention and related political discussions, political attitudes and participation, women's voice and decision-making, civic engagement, access to information, and perceptions of community resilience.
2. Objective
The objective of this assignment is to implement a high-quality follow-up phone survey of approximately 4,000 adult women and men across 200 polling station catchment areas in rural Bangladesh. The survey will include approximately 3,000 respondents from communities where different randomized interventions were implemented in February 2026 and 1,000 respondents from comparison communities.
The selected firm will be responsible for programming the questionnaire, piloting the survey, implementing data collection, maintaining rigorous quality control procedures, and delivering a complete, high-quality dataset within a compressed implementation timeline.
3. Scope of Work
The selected applicant will work closely with IFPRI to implement the survey. Specific activities include:
• Program the questionnaire provided by IFPRI into the firm's CATI platform.
• Conduct a pilot of approximately 15 interviews and provide recommendations for improving questionnaire flow, wording, and opportunities to replace selected open-ended questions with appropriate closed-ended response options.
• Implement collection of data from the treatment sample using respondent contact information supplied by IFPRI by maintaining a stratified sample balanced by three age groups, gender, and non-participation in the elections.
• Recruit respondents in comparison communities following a sampling protocol provided by IFPRI, including ensuring individuals are registered voters who would be likely to agree to attending a publicly-screened video and ensuring balanced recruitment across gender and age groups, and non-participation in the elections.
• Conduct approximately 4,000 completed interviews, each lasting approximately 15-20 minutes.
• Maintain interviewer blinding by ensuring field staff are not informed of respondents' treatment or comparison status.
• Make a minimum of three contact attempts for each sampled respondent, unless an explicit refusal is received earlier. Because the study seeks to compare outcomes between treatment and comparison groups over time, minimizing attrition is essential for preserving sample comparability and the validity of study findings.
• Record standardized call outcomes for every sampled respondent, including completed interviews, partial interviews, refusals, invalid numbers, unreachable numbers, and other call dispositions.
• Audio-record interviews (subject to respondent consent and applicable regulations) for quality assurance purposes.
• Implement appropriate interviewer training, survey testing, supervision, call monitoring, and data quality checks throughout fieldwork.
• Maintain strict confidentiality of respondent information and comply with all ethical requirements communicated by IFPRI.
4. Deliverables
• Programmed CATI questionnaire.
• Brief pilot report summarizing implementation experience and recommended revisions.
• Clean final dataset in spreadsheet and STATA format containing all completed interviews.
• Complete call disposition dataset documenting all attempted contacts, including completed interviews, refusals, and non-contacts.
• Audio recordings of completed interviews (where consent is obtained).
• All data collected under this assignment shall become the property of IFPRI and may not be retained, shared, or used by the selected firm without IFPRI's prior written approval.
5. Timeline
The selected firm should be available to begin work immediately following selection. Survey programming, piloting, and fieldwork are expected to take place in mid-August 2026, with fieldwork completed within three weeks.
6. Eligibility and Required Qualifications
This call is open to organizations with demonstrated capacity in the following areas:
• Demonstrated experience implementing CATI surveys in Bangladesh.
• Experience conducting surveys on governance, political behavior, civic engagement, or other potentially sensitive topics.
• Experience supporting randomized evaluations or other rigorous research studies.
• Demonstrated capacity to recruit and supervise enumerators while maintaining high response rates and strong quality control.
• Experience programming questionnaires for CATI platforms and securely managing confidential respondent data.
• Ability to mobilize rapidly and complete high-quality fieldwork within a compressed timeline.
• Widespread field presence in rural Bangladesh.
