Job description

One Federal Solution is seeking a Program Analyst II (Surge) to provide surge capacity for Science and Technology (S&T) program management and financial analysis tasks as directed by the Government Business Financial Manager (BFM).

The Program Analyst II (Surge) will support S&T initiatives through program analysis, financial planning, stakeholder coordination, special studies, and administrative operations.

Key Responsibilities
  • Surge Program & Financial Support: Provide surge capacity for S&T program management and financial analysis tasks as directed by the Government Business Financial Manager (BFM).
  • Strategic & Technical Program Support: Assist in the planning and execution of S&T initiatives, conducting special studies, coordinating multi-disciplinary teams, and acting as technical liaison with key stakeholders (PEOs, SYSCOMs, OSD, etc.).
  • Financial Planning & Analysis: Conduct financial analysis, maintain fiscal metrics, and support financial planning and budgeting for S&T fiscal submissions, including the POM process.
  • Program and Administrative Operations: Provide analytical and administrative support, including SOP development for audit readiness and tracking/routing of data calls and correspondence.
Required Qualifications

This position requires all the qualifications of the Program Analyst I and II, including:

  • Ability to think critically, analyze information, identify problems, evaluate potential solutions, and make data-driven recommendations.
  • Proven ability to liaise effectively with senior military, government, and civilian personnel.
  • Demonstrated experience with the DoD/DON budget cycle, including POM development, and familiarity with federal financial regulations (e.g., FMR, FMPM).
  • Superior written and verbal communication skills, with experience preparing briefs, reports, and official correspondence for senior leadership.
Desired Additional Qualifications
  • Direct experience supporting ONR, the Naval Research Enterprise, or a similar S&T organization.
  • Proficiency with Navy ERP (or similar financial management systems) and Microsoft Power Apps.
Education & Experience

Bachelor's degree in Finance, Business Administration, Public Policy, or a related field from an accredited institution and at least five (5) years of recent experience in program management, financial analysis, or management consulting within DoD or DON.

OR

The requirement for a bachelor's degree may be waived if the Program Analyst II has a high school diploma or equivalent and at least ten (10) years of recent experience in program management, financial analysis, or management consulting within DoD or DON.
