Summary:
The Programmer Analyst IV is a senior-level technical professional responsible for analyzing, designing, developing, and implementing complex software solutions that support enterprise-wide business operations. This role partners closely with business users and stakeholders to define system requirements, improve existing processes, and deliver innovative applications.
Responsibilities
Essential Job Functions:
  • Estimate effort and risks associated with modifications to NOAA Fisheries systems required due to changes in the fishery management programs.
  • Provide technical input to assist Government personnel in identifying and prioritizing issues or problems that need to be addressed to reach NOAA Fisheries objectives.
  • Develop schedules and report periodically on tasks in progress.
  • Attend meetings with relevant parties, take meeting minutes, distribute agenda, fully participate in meeting discussions, and provide feedback on programming issues.
  • Maintain the list of issues that have been identified by developers and testers using NOAA Fisheries-specified tools.
  • Close issues and regularly communicate with lead FTEs on blockers and progress.
  • Document fixes, features, and issues that arise from regular operations and support.
  • Develop or modify test plans for the development effort; implement or coordinate its execution with tester. Assist data owners with user acceptance testing; provide report on testing methodology and results for approval prior to final implementation.

Qualifications
Necessary Skills and Knowledge:
  • Knowledge of networked and centralized operating systems
  • Demonstrated ability to lead complex technical projects and provide guidance to team members
  • Skilled with the following:
    • PL/SQL, Java, Javascript (REACT) in containerized cloud environments (e.g. Docker/Kubernetes/Google Cloud Platform)

Minimum Qualifications:
  • 8-10 years of progressively responsible experience in software development, programming, or systems analysis
  • Advanced proficiency in one or more programming languages

Preferred Qualifications:
  • Bachelor's degree in Computer Science, Information Systems, or a related field
