Job Summary/Company:

Sparks Group in partnership with a government contractor is seeking a seasoned, high-impact Senior Operations & Material Strategy Manager to drive end-to-end supply chain execution, procurement strategy, and vendor governance across complex production environments. This pivotal leadership role is responsible for aligning material flow with program schedules, mitigating risk across critical component lifecycles, and managing high-value supplier performance. The ideal candidate brings 9 years of related experience and a proven record of leading procurement teams, ensuring strict regulatory compliance, and maintaining program readiness for mission-critical hardware platforms.  If you’re seeking your next role, apply now!


Responsibilities:
  • Translate master program schedules into phased acquisition plans, managing long-lead items, engineering changes, and critical-path hardware delivery.
  • Lead performance management for major subcontractors and build-to-print suppliers, driving on-time delivery, quality dispositions, and root-cause corrective actions.
  • Ensure all sourcing, price analysis, and subcontract documentation strictly align with FAR/DFARS standards and CPSR audit requirements.
  • Supervise and mentor a team of buyers while developing risk-contingency plans and KPIs to maintain operational readiness across complex programs.

Qualifications/Background Profile:
  • Bachelor’s degree in Business Administration, Supply Chain Management, Operations, or a related discipline (Master’s degree or professional certifications like CPSM/CSCP preferred).
  • 8–10+ years of progressive leadership in procurement, subcontracts, and material management within high-complexity manufacturing, defense, aerospace, or heavily regulated environments.
  • Hands-on experience navigating FAR/DFARS compliance frameworks and participation in CPSR audits.
  • Proficiency with using project-based ERP/MRP platforms (Costpoint is a plus) and data analytics tools.

Pay Range: Salary $130,000.00 to $160,000.00
