About the Role Reporting directly to the Town Council, the Town Manager serves as Camp Verde's chief administrative officer, providing strategic leadership and oversight of daily municipal operations. The Town Manager leads a talented executive team, fosters collaboration across departments, and builds strong partnerships with businesses, community organizations, regional agencies, and residents.

This role is instrumental in advancing the Town's priorities, supporting sustainable growth, strengthening economic development, and ensuring high-quality services for the community. Primary Duties & Responsibilities Under direction from the Town Council, the Town Manager serves as the administrative head of the Town having responsibility for the proper administration of all affairs of the town government. Working directly with the Department Heads, the Town Manager is responsible for ensuring accountability throughout the organization, the achievement of tangible results, and the implementation of policies of the Town Council in an effective manner; work involves planning, budget and financial management, problem solving and organizing with the authority to make decisions as well as delegate to others; the work environment is relatively unpredictable and requires the ability to manage many projects at once and exhibit flexibility in the face of change; although governed by policies, the Manager must frequently act without precedent.

CHARACTERISTICS: This executive classification oversees, directs, and participates in assigned programs and projects including Town-wide organizational activities and operations, organizational strategies and formulation and attainment of Town goals and objectives. The Town Manager provides guidance and direction with visionary and innovative leadership, supervision and management of employees. The classification regularly interacts with the Town Council, and departmental representatives in obtaining and coordinating projects and information.

Successful performance of the work requires knowledge of public policy, municipal functions, and activities, including the role of an elected Town Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the Town with those of other departments and agencies and managing and overseeing the complex and varied functions of the Town. The incumbent is accountable for accomplishing organizational planning and operational goals and objectives and for furthering Town goals and objectives within general policy guidelines.

Required Knowledge of: Theory, principles, practices and techniques of public administration and local government administration including municipal budgeting, public agency financing, financial administration, program and policy formulation, purchasing, public processes and maintenance of public records.

Principles and practices of management, leadership, and strategic planning. Knowledge of the needs, resources, and priorities of the Town, including the ability to analyze, evaluate and modify administrative procedures and practices to improve efficiency in the organization. Principles and practices of project management, program development and administration including impacts of social, political, and environmental issues influencing the same.

Principles and practices of effective employee supervision and human resource management. Principles and practices of economic development, water resources management, public infrastructure expansion and community development. Principles and practices of: Developing and maintaining an effective Town Council/Town Manager relationship.

Principles and practices required to work with public officials, industry representatives, civic groups, and private citizens. Required Skill in: Developing and maintaining effective interpersonal relationships, and effective coalitions from various groups throughout the Town. Coaching and evaluating subordinates.

Communicating clearly and concisely, both verbally and in writing. Provide administrative and professional leadership and direction for the organization, assigned programs and projects.

Work on major, high-level, and sensitive Town issues, programs and projects with multiple stakeholders and high levels of public interest. Maintain an understanding of political implications of alternatives and issues yet remain objective and apolitical. Prepare and administer large and complex budgets; allocate limited resources in a cost-effective manner.

Interpret, apply, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations. Plan, organize, direct, and coordinate the work of management, supervisory, professional, and technical personnel, delegate authority and responsibility. Research, analyze, and evaluate new service delivery methods, procedures, and techniques.

Effectively administer special projects with contractual agreements and ensuring compliance with stipulations; effectively administer a variety of Town programs and administrative activities. Conduct effective negotiations and represent the Town in meetings with governmental agencies, contractors, vendors, and various businesses, professional, regulatory, and legislative organizations. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

Use English effectively to communicate in person, over the telephone, and in writing. Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations. Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.

Make accurate arithmetic, financial, and statistical computations. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Education & Experience A bachelor's degree in public administration, business administration, finance, human resources, or a closely related field, along with at least five years of progressively responsible local government experience, is required.

An equivalent combination of education and experience demonstrating similar levels of responsibility and complexity may also be considered. Preferred qualifications include a master's degree in public administration, business administration, or a related discipline; at least ten years of local government experience, including service as a municipal manager or assistant manager; and the ICMA-CM designation. In accordance with Town Code, the selected candidate must establish residency within Camp Verde town limits in the first 180 days of appointment.
