Position: Project Manager - Subcontracts



Roles and Responsibilities:
  • Manage Subcontractor activities for fabrication, outfitting, testing, and related shipbuilding services ensuring tasks are completed on schedule and budget for assigned project(s).
  • Act as single point of contact for production and subcontractor involvement and communication ensuring subcontract integration into overall project plan.
  • Coordinate with supply chain, engineering, scheduling, planning, and production ensuring all required documentation, activity sequencing, and material is available for subcontract execution within contract terms, quality requirements and safety protocols.
  • Develop and maintain subcontractor performance metrics against KPIs, milestones, and delivery schedules.
  • Support the development and maintenance of documentation, including contract files, correspondence, change order management and completion records during subcontract execution.
  • Manage Subcontract modifications in coordination with Supply Chain, Program Management, Scheduling, Planning, and Finance.
  • Collaborate with Program Management, Supply Chain, Scheduling, Planning, Production, Engineering to define subcontract needs and resolve disputes.
  • Participate in risk assessment and develop mitigation strategies for subcontracted scopes remain aligned with project plan.
  • Review Subcontractor invoices ensuring consistency with progress and deliverables.
  • Support internal and external audits, including from DCAA, DCMA, or customer quality representatives.
  • Track and record all subcontract issues, labor and material shortages throughout the construction process and contribute solutions for lessons learned.

Qualifications and experience:

  • 8+ years of experience in project management and subcontractor management for new construction or repair within a shipbuilding environment.
  • Experience with United States Coast Guard (USCG), Department of Defense (DoD), or Department of Homeland Security (DHS) experience preferred.
  • Experience with Earned Value Management (EVM) and cost control practices.
  • Experience with Microsoft 365 tools, including Word, PowerPoint, and Excel.
  • Strong negotiation, communication, and interpersonal skills.
  • Ability to read and interpret shipbuilding technical drawings and specifications
  • Ability to work within tight timelines and multi-task various activities in an organized manner.
  • Ability to work with a diverse range of teams and people.
  • PMP Certification (desired but not required)
