Description

Program Manager: Lead a $300M program of approximately 130 personnel (Booz Allen and subcontractors), TS clearance, providing DevSecOps, cybersecurity and FMS in support of Air Force Mission Planning.

The Chief Engineer/Architect: Lead technical delivery of a $300M program of 130 technical personnel (including subcontractors) in development and delivery of AF mission planning environment. This position supports the end to end modernization, integration, and sustainment of the Mission Planning System (MPS), including JMPS, JOMS, CMP microservices, and emerging cloud native mission planning capabilities. The role spans enterprise architecture, DevSecOps, cybersecurity, data engineering, and integration across U.S. and FMS mission planning environments.

Key Responsibilities

• Systems Engineering & Integration -- Deliver integration, evaluation, and technical recommendations across the Mission Planning Enterprise.

• Architecture & Enterprise Engineering -- Develop and maintain enterprise, solution, and functional architectures aligned with DoDAF/UAF and Digital Transformation. Apply MBSE to document current/future systems and support technical roadmaps.

• DevSecOps & CDE Support -- Support design, development, testing, and sustainment of the Common Development Environment. Maintain tools, scripts, utilities, test artifacts, and security patches. Use automated test tools and collaborate with developers to improve integration and testing.

• Test, Assessment & Verification -- Conduct performance, code quality, and cybersecurity assessments.

• Cybersecurity & System Security Engineering -- Implement and verify cybersecurity, cyber survivability, and resiliency requirements. Support ATO/IATT documentation, RMF compliance, eMASS records, and program protection. Perform functional thread and attack path analyses.

• Enterprise Data Management -- Support data governance, data quality, metadata management, and interface documentation. Develop and maintain ELDM and map interfaces to authoritative data models. Document data exchanges and data dictionaries in Government tools.

• FMS Mission Planning Support -- Provide SE deliverables, integrated builds, and architecture support for FMS environments. Support development and delivery of releasable MPEs meeting FMS requirements.

• Configuration Management -- Support enterprise CM through ERB/CCB processes and maintain baselines and PAL artifacts. Submit changes to the E ERB and use metrics to demonstrate efficiency.

Required Qualifications

• Experience in systems engineering for complex, multi tiered systems (cloud, hybrid, edge).

• Familiarity with mission planning systems (JMPS, JOMS, CMP microservices) or similar C2/aviation systems.

• Experience with DevSecOps, CI/CD, automated testing, and infrastructure as code.

• Knowledge of Zero Trust, ICAM/IdM, RMF, and cybersecurity engineering.

• Familiarity with ATO/ACO processes, AOC systems, and JADC2 aligned architectures.

• Familiarity with FMS mission planning environments.

• Experience with MBSE, DoDAF/UAF, and enterprise architecture frameworks.

• Ability to work across Government, contractor, and multi vendor environments.

• Strong communication and technical documentation skills.
