Project Overview:
Bechtel National, Inc. (BNI), Bechtel's government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee. UPF is a multi-year, multi-billion dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy's largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration's largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.
Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.
Job Summary:
In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements.
"This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership".
Major Responsibilities:
Subcontract Management
  • Implements the Supply Chain Assignment Schedule which records the Project's agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management
  • Gathers and compiles support data for the preparation of documents and the management of subcontracts
  • Assists Subcontract Manager or more senior Subcontract Professionals in completion of the various tasks required by the Contract/Subcontract Management Guidebook, Standard Work Process
  • Monitors areas of subcontract performance, as assigned
  • Conducts investigations and inquiries into specific subcontracts problems, as assigned
  • Organizes materials for the preparation of meetings, presentations, and training sessions, and prepares periodic status reports
  • Works with Digital Supply Chain and other Automation Tools

Subcontract Formation
  • Duties and responsibilities involve the formation and award of small value, routine-type subcontracts
  • Assists with negotiations in commitment of contracts, but directs negotiation in small value contracts
  • Develops and issues subcontracts and services agreements as assigned
  • Prepares and maintains control and status reporting documents
  • Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters

Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience

Required Knowledge and Skills:
  • Solid working knowledge of fixed-price family of subcontracts with stated experience in construction type subcontracts according to procurement regulations, policies and practices.
  • Demonstrated administrative and organizational skills.
  • Demonstrated oral and written communication skills.
  • Experience in developing various subcontract types, fee arrangements, contract terms and legal requirements.
  • Experience in developing and recommending potential solutions to contractual problems and concerns to management.
  • Working knowledge of contract law, negotiations, accounting or cost engineering gained through education or work experience.
  • Working knowledge of Federal Acquisition Regulations (FAR) and applicable Agency Supplements.
  • Working understanding Federal Contracts and the flow-down of applicable clauses and requirements.
  • Working understanding of Cost Accounting Standards, and determination process for applicability to the work.
