Job Description:

L3Harris is seeking a Lead, Subcontracts as it continues to develop and establish a foothold in the rapidly growing market space for Maritime Integration. The Subcontracts Lead is an integral member of the cross-functional team, responsible for supporting Subcontract acquisition activities from the proposal stage through Program award and execution. The acquisition value stream includes requirements definition, sourcing, negotiation and definitization, acceptance and subcontract close-out.

The role will also be responsible for managing subcontractor cost, schedule, and technical performance, and ensuring L3Harris and Customer objectives are achieved including on-time delivery, exceptional quality, and affordability with the ability to monitor & assess project issues and develop mechanisms & resolutions to meet goals.

Essential Functions:

  • Navigate tactical issues with a high degree of autonomy, while consulting with leadership on matters of strategic program importance as needed.
  • Work proactively and directly with multiple function to identify risks and opportunities.
  • Communicate effectively with a wide array of professional levels and functions.
  • Manage program budgets and explain variances in monthly performance.
  • Generate spending plans, payment forecasts,and variance reports.
  • Navigate FAR/DFARS regulations and internal procedures for compliance; International experience (DCS/FMS).
  • Support Small Business Initiatives.
  • Follow strategic direction set by Program and functional leadership.
  • Ensure budget, sales forecast, and EVMS performance is met.
  • Establish and implement program plans in compliance with specifications, performance requirements, costs and schedules.
  • Perform other duties as assigned, including work in other functional areas such as Contracts to cover absences or relief, to equalize peak work periods or otherwise to balance the workload.
  • Domestic/International travel may be required up to 20% of the time.

Qualifications:

  • Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • 3+ years' experience writing, issuing, and negotiating RFPs, NDAs, and subcontracts
  • Ability to obtain and maintain a DoD security clearance, which requires U.S. citizenship

Preferred Additional Skills:

  • Active Secret security clearance
  • Experience in managing various types of complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts
  • Attention to detail with strong organizational skills
  • CFCM Certification
  • Experience working in a matrixed organization
  • Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting
  • Proficient in Microsoft Suite of Products
  • Strong verbal and written communication skills
  • Motivated self-starter well versed in the Subcontracts Process flow.

In compliance with pay transparency requirements, the salary range for this role is $95,500-205,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
