Position: Mobile Case Management Program Manager (MCM)
Department: Philadelphia Social Service Ministries
Availability of Position: Immediate (1 position available)
Schedule: Full-Time; Monday-Friday 9am- 5pm; Flexible
Reporting Relationship: Assistant Program Director
Salary and Grade: $58,650 annual; 12 Exempt

Position Overview: The MCM Program Manager will work with the Victim Advocates, the Assistant Director of Anti-Trafficking, the Philadelphia Anti-Trafficking Task Force and the youth diversionary court-WRAP court as an integral part of the Community Anti-Trafficking (CAT) mobile case management program. The CAT mobile case management program involves an unique, active collaboration between law enforcement, child welfare, and other social service providers. The MCM program extends throughout Eastern Pennsylvania and the Program Manager is responsible for building and maintaining relationships with providers throughout that area. The MCM Program Manager will supervise and oversee the Mobile Case Management program thus ensuring that program goals are being met. The Program Manager will supervise the victim advocates and peer mentors and collaborate with local and state law enforcement, child welfare and other providers. The Program Manager will ensure that the case management wait list is maintained and will provide support to clients in the CAT's program as needed. In addition, the Program Manager will provide trauma informed clinical supervision for case management to all clients and will work the are service provider partners to ensure follow-up and coordination of all immediate aftercare services.
Responsibilities
Description of Position: The MCM Program Manager will be responsible for carrying out and overseeing daily operations of The Salvation Army's Mobile Case Management program. Duties include but are not limited to; onboarding and training victim advocates and peer mentors. Overseeing the schedule and daily function of the CATs mobile case management team, task force and participation in WRAP court program. The CATs Program Manager will oversee the documentation practices of the CATs Victim Advocates and Peer Mentors, ensure timely recording of service and client-level data, and ensure client confidentiality is maintained in all forms of documentation. The Manager will screen and do intake for program referrals and enter them into the system and assign an advocate. The Manager will participate in managing a 24/7 hotline response to victims of HT and coordinate services needed for all potential victims. The Manager will be providing support to all NDST programs through on-call schedule and support in-person responses as needed. The Manager will collaborate with city and state systems and navigate partners while providing trauma informed care and building rapport. The Manager will work conduct ongoing data collection and entry into Wellsky and other grant funded systems as needed. The Manager will support clients in reintegration into the community to develop a sense of voice and regain power and control after suffering forms of severe trauma. The Manager will develop individualized trauma informed and culturally sensitive service plans for self-sufficiency with clients to coordinate ongoing short and long term aftercare services.
Qualifications
Requirements:
  • MSW or related degree required.
  • Experience with program administration and community organizing work.
  • 3 years of experience working directly with victims of commercial sexual exploitation or domestic violence or may be a survivor of sexual exploitation.
  • Must have an understanding of the issue of domestic human trafficking.
  • Experience with trauma-informed care, preferably a working knowledge of Sanctuary Model for Trauma Informed Services
  • Must have a valid driver's license and reliable transportation to travel from site to site as needed in performing duties.
  • Professional-level communications skills, both verbal and written.
  • Bilingual in Spanish preferred
  • Pennsylvania's Child Protective Services Law requires that all prospective employees complete the following clearance and background checks: PA Child Abuse History Clearance, PA State Police Criminal Record Check, and PA DHS Criminal Record/Fingerprint Check. In addition, completion of a Pennsylvania approved Child Abuse Recognition and Reporting Training is necessary prior to employment.
