Job description

Starting Wage Range: $29.76/hr. - $38.39/hr.
Job Summary:
The Inclusion Coordinator ensures that children with disabilities or special needs receive high-quality, compliant, and timely support within an inclusive classroom environment. This position coordinates disability services, oversees IFSP implementation, ensures compliance with Head Start Program Performance Standards (HSPPS), Tribal governance, and Oregon Office of Child Care regulations, and builds staff capacity to implement accommodations with fidelity. The role emphasizes documentation, follow-through, interagency coordination, and collaboration with program staff and external partners.
Essential Functions:
  • Ensures compliance with HSPPS Subpart F (Additional Services for Children with Disabilities), Subpart C (Education), Child Care Development Fund requirements, Tribal governance, and Oregon Office of Child Care regulations.
  • Implements and maintains program-approved tracking systems to document referrals, IFSP timelines, accommodations, follow-through, and completion of assigned tasks.
  • Completes annual self-assessment of the Disabilities Service area and prepares required reports.
  • Compiles, analyzes, and presents annual outcome data related to Disabilities Component Policy Council, Tribal Leadership and staff.
  • Administers and monitors Child Plus Data Management for Disability Services area, ensuring accuracy, timeliness, and audit ready documentation.
  • Coordinates timely referrals to EI/ECSE and tracks progress through evaluation, eligibility, and IFSP development.
  • Maintains communication logs documenting contact attempts, outcomes, and next steps with families and external agencies.
  • Ensures IFSP accommodations and strategies are communicated to teaching staff and implemented with fidelity.
  • Advocates for children and families to ensure timely assessment of special education services.
  • Provides families with information, support, and guidance throughout the referral evaluation process.
  • Provides training, coaching, and modeling to teaching staff on implementing accommodations, environmental modifications, and inclusion practices.
  • Collaborates with appropriate staff to ensure alignment between behavioral supports and inclusion strategies.
  • Conducts classroom observations to inform individualized planning and follow up coaching.
  • Shares relevant information with team members to ensure continuity of care and coordinated support.
  • Maintains interagency agreements with Local Education Agency (LEA's) and other agencies.
  • Coordinates services provided by Disability Specialists and ensures alignment with program expectations.
  • Works with EI/ECSE providers to monitor IFSP implementation and ensures communication between agencies and program staff.
  • Develops and implements Student Success Plans, ensuring alignment with HSPPS, Tribal Governance, and program goals.
  • Contributes to continuous quality improvement efforts, including data review, system refinement, and staff feedback loops.
  • Maintains current knowledge of ADA, IDEA, Trauma-informed Practices, and Head Start components.
  • Responds to communication within required timelines and maintains professional boundaries and adherence to chain of command.
  • Maintains confidentiality and demonstrates cultural values and respect for Tribal Values.
  • Provides weekly updates to Supervisor on referrals, IFSP status, pending tasks and classroom support needs.
  • Provides training to teaching staff during annual pre-service.
  • Handles challenging behaviors promptly and consistently according to established policy.
  • Reports cases of suspected child abuse according to established policy.
  • Reports concerns and incidents to supervisor.
  • Assists in the conduct and analysis of the Community Assessment.
  • Performs a variety of other duties as assigned by supervisor.

Supervisory:
  • Supervises the day-to-day activities of assigned employees.
  • Develops and coaches employees to meet their potential and fulfill their responsibilities.
  • Tracks attendance and approves timesheets.
  • Ensures the hiring, training, promoting, assigning, disciplining and discharging of employees are in accordance with Tribal Law, including without limitation, the Tribal Employment Rights Ordinance (TERO).
  • Assures staff adherence to all policies and procedures, work, safety and administrative rule, Tribal Law and State Regulations.
  • Serves as a mentor, as requested, for Tribal career development.

Education, Experience, and Licenses:
  • Requires a Bachelor Degree in Early Childhood Education, Special Education, Developmental Psychology or a related field.
  • Requires a minimum of five (5) years of relevant work experience must include experience with children that have special needs.
  • OR equivalent combination of education, training and experience.

Driving Requirements:
  • Employees may be required to drive for work-related purposes and must maintain a valid Oregon Driver's License (ODL), meet company vehicle insurance requirements, and provide proof of personal vehicle insurance.

Qualifications, Registrations, and Certifications:
  • Requires ongoing registration in Oregon Registry Online (ORO) for tracking of professional development, credentials, and/or licensing requirements in the field of Early Childhood Care and Education.
  • Must be familiar with Conscious Discipline (preferred) and/or positive behavior intervention supports (PBIS).
  • Must have a working knowledge of the Americans with Disabilities Act (ADA) and Individuals with Disabilities Act (IDEA).
  • Must have a working knowledge of Trauma Informed Practices.
  • Demonstrated ability to build appropriate, helping relationships with adult learners, preschool-aged children, staff and families from diverse backgrounds.
  • Recognizes, respects, and honors the cultural identities of others.
  • Must have excellent communication skills and listening skills.
  • Must have a working knowledge of Head Start components.
  • Must have the ability to work at times with minimal supervision.
  • Must have excellent organizational skills, attention to detail and record-keeping skills.
  • Must have the ability to respond courteously and tactfully to complaints and client requests, and to maintain confidentiality.
  • Must be proficient with Child Plus database system.
  • First Aid/CPR certification required or must obtain within 90 days of hire.
  • Food Handler's card is required within 30 days of hire.
  • Must have knowledge of developmentally appropriate behavior management techniques.
  • Maintains knowledge in Early Childhood Education.
  • Must have the ability to work well with children and staff.
  • Must be dependable and demonstrate willingness to participate in additional training.
  • Requires TB and Hep B vaccinations and a physical every three years.
  • Requires working knowledge and proficiency in use of office equipment and computer software such as Microsoft products.
  • Requires excellent verbal and written communication skills, business and telephone etiquette.
  • Knowledge of and sensitivity to Native American culture required.

Environmental Factors and Conditions/Physical Requirements:
  • Continually requires the ability to express or receive detailed information or important instructions through oral communication.
  • Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
  • Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
  • Occasionally requires lifting of up to 50 pounds.
  • This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
  • Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan.
  • Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
  • May be called upon to serve as a Disaster Reservist during emergencies.
  • Local travel is occasionally required. Travel outside of the state is infrequently required.
