Position Title: Director of Federal Programs and Student Support
Department: Federal Programs
Supervisor: Executive Director of Exceptional Student Services
Term of Employment: 12 Months
Salary Classification: Director
Job Summary: This individual is responsible for the overall coordination of federal programs including Title II, III, IV, and V, along with the direct supervision of Migrant and Homeless Education. ELL Programming, and Gifted Education.
Essential Functions: Essential functions, as defined under the Americans with Disabilities Act, may include, but are not limited to, the following tasks, duties, knowledge, skills and other characteristics. This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents in this class.
ESSENTIAL DUTIES AND RESPONSIBILITIES generally include the following. Other duties may be assigned:
- Assumes responsibility for compliance with designated Title programs under ESSA
- Provides support for directors of specific federal grants
- Serves as the ESSA contact person/liaison with the Arizona Department of Education
- Assumes responsibility for all applicable state and federal reporting
- Oversees the planning, implementation, evaluation, and on-going monitoring of Title I; Migrant, Neglected and Delinquent, Homeless Education programs; ELL programming and Gifted Education
- Works closely with building administrators in Title I schools to develop and implement effective Title I services
- Plans and implements summer programs for Title I and migrant students
- Develops and maintains budgets for the various programs
- Ensures Title I services to eligible private school children
- Coordinates services to homeless students
- Oversees parent involvement as required by ESSA
- Facilitates, supervises, and evaluates and the homeless education liaison, ELL coordinator, and gifted coordinator
- Provides training related to ESSA and budget development
- Promotes, supports, and plans professional development activities appropriate for teachers and other staff in Title I schools
- Supports schools in the school improvement process
- Aligns site plans to the district strategic plan and prepares necessary school improvement documents for District Team consideration and/or approval
- Works collaboratively with department directors, coordinators, and coaches to provide support in a tiered model for identified schools
- Establishes Title I procedures for parental notification and communication.
- Involves parents in the planning, implementation, and evaluation of Title I program services.
- Performs other duties as assigned or required by the Assistant Superintendent of Academic Support Services
KNOWLEDGE AND SKILLS:
- Knowledge of applicable Federal, state, county and city statutes, rules, policies and procedures
- Knowledge of applicable Peoria Unified School District and departmental policies and procedures
- Knowledge and experience with grant applications and reporting procedures
- Knowledge of ESSA legislation
- Skill in developing and monitoring grant budgets of various sizes
- Skill in developing effective data collection procedures
- Skill in analyzing and using achievement data for the purpose of program evaluation and instructional decisions making
- Excellent written and oral communication skills
- Excellent organizational skills
- Excellent group facilitation and consensus building skills
- Skill in establishing and maintaining effective working relations with co-workers, vendors, students, parents, the general public and others having business with the school district.
- Skill in collaborating with district office personnel, team members, colleagues, and principals by a demonstrating positive, supportive relationships in the work environment
- Skill in operating a personal computer utilizing a variety of software applications
MINIMUM QUALIFICATIONS: A bachelors degree (masters preferred) in Elementary or Secondary Education, 5 years classroom teaching experience, experience as a federal program director, or experience as a building administrator, OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
OTHER REQUIREMENTS:
- Must hold or obtain an IVP Fingerprint clearance card.
- Must be able to pass a background check.
- Must be able to obtain and maintain an Arizona driver's license.
- Must hold a valid Arizona teaching certificate
- Must hold a valid Arizona administrative certificate
- May be required to work outside normal working hours
- May be required to travel to perform work functions
