Job description

GovCIO is currently hiring for an Operations Manager to provide technical leadership and operational oversight for IT systems supporting a federal government program. This role is responsible for ensuring stable, secure, and efficient operation of the LIMS/LabX infrastructure, Cohesity backup and recovery environments, Windows Server backup ecosystems, and virtual machine (VM) deployments within Stratus ADR and AWS environments. The Operations Manager works closely with cross-functional teams to guide migrations, manage daily operations, and deliver reliable enterprise services for the Firebird environment. This position is located in Arlington, VA and is a hybrid onsite/remote position.
Responsibilities
Key Responsibilities
LIMS/LabX Infrastructure & Project Support
  • Coordinate with the LIMS/LabX project and engineering teams to maintain, monitor, and enhance their operational environment.
  • Oversee ongoing migration of LIMS/LabX data and workloads to AWS East to improve performance, scalability, and resiliency.
  • Ensure continuity of service and alignment with federal security and compliance requirements.

Backup & Recovery Operations
  • Lead administration and daily operational management of Cohesity backups, ensuring reliable protection of enterprise data across the Firebird ecosystem.
  • Oversee management of Windows Server backups, including scheduling, monitoring, troubleshooting, and compliance reporting.
  • Develop and maintain backup policies, retention schedules, and restore procedures in accordance with agency directives.

Virtualization & Cloud Management
  • Direct team responsible for building, configuring, and maintaining virtual machines in Stratus ADR and AWS environments.
  • Standardize VM deployment workflows, ensuring secure configuration baselines, patching, resource optimization, and performance monitoring.
  • Collaborate with cloud and infrastructure teams to support ongoing modernization efforts and cloud-first initiatives.

Operational Leadership
  • Supervise technical staff, set priorities, and manage workload distribution to meet operational SLAs and project delivery timelines.
  • Develop operational documentation, SOPs, system architecture references, and performance reports.
  • Coordinate incident response, root-cause analysis, and corrective actions for system outages or service degradations.
  • Work closely with government stakeholders, vendors, and partner teams to ensure alignment with mission goals and contract requirements.

Qualifications
Required Education and Experience
  • High School Degree with 12+ yrs experience
  • Clearance Level: Active Secret with the ability to obtain and hold DEA suitability

Qualifications
  • Proven experience in IT operations management within federal government or regulated enterprise environments.
  • Strong technical background in virtualization (Stratus ADR, AWS), enterprise backups (Cohesity), and Windows Server environments.
  • Experience supporting laboratory systems, LIMS/LabX preferred.
  • Ability to lead cross-functional teams and communicate effectively with both technical and non-technical stakeholders.
  • Knowledge of federal security, compliance, and documentation standards.
  • Requires a broad base of technical knowledge and demonstrated organizational and leadership skills.
