Job description

The City of Lake Worth Beach invites qualified individuals to apply for the position of Grants and Strategic Improvement Manager. 

 

 This is a Full-Time, Exempt Non-Bargaining position based on a 40-hour work week with a salary range of $67,275-$90,563. The individual in this position will work in the City Hall Building located at 7 North Dixie Highway, Lake Worth Beach, FL 33460.

JOB SUMMARY:

Under the general direction of the City Manager or designee, the Grants and Strategic Improvement Manager serves as the City’s lead professional for grants administration, strategic planning, organizational performance management, data analytics, and special projects. The position is responsible for identifying, securing, administering, and monitoring external funding opportunities; leading strategic initiatives; supporting data-driven decision-making; and advancing organizational effectiveness across City operations.


This position serves as an internal consultant to City leadership, providing research, analysis, project management, performance measurement, policy support, and organizational improvement recommendations. Work requires considerable independent judgment, initiative, discretion, and collaboration with elected officials, department directors, governmental agencies, funding organizations, community partners, and stakeholders.

Grants Management
Researches, identifies, develops, and pursues federal, state, local, foundation, and private funding opportunities that support City priorities and strategic initiatives.Coordinates and prepares grant applications, proposals, budgets, supporting documentation and required reports.Serves as the City’s subject matter expert on grant administration, compliance, reporting and reimbursement requirements.Monitors grant-funded projects to ensure compliance with applicable regulations, grant agreements and funding requirements.Coordinates with City departments, Finance and external agencies throughout the grant lifecycle, including application, implementation, reporting, reimbursement and closeout.Prepares City Commission agenda items, presentations, agreements and amendments related to grant-funded projects.Maintains grant tracking systems, funding calendars, reporting schedules and grant performance records.Provides training and technical assistance to City staff regarding grants management and funding opportunities.The examples of essential functions as listed in this classification specification are not necessarily descriptive of any one position in the class. Strategic Planning and Organizational Improvement
Leads and supports implementation of the City’s strategic plan, organizational initiatives and performance improvement programs.Facilitates cross-departmental projects that improve operational efficiency, service delivery, accountability and organizational effectiveness.Develops project plans, performance measures, benchmarks and implementation strategies for strategic initiatives.Conducts organizational assessments, process reviews, policy analyses, feasibility studies and operational evaluations.Identifies opportunities for process improvement, innovation, cost savings and enhanced customer service.Researches best practices, emerging trends and innovative approaches in municipal government and public administration.
Performance Management, Research and Analytics
Develops, maintains and monitors organizational performance measures, key performance indicators (KPIs), dashboards and benchmarking systems.Collects, analyzes, interprets and reports operational, financial, demographic, economic and statistical data to support executive decision-making.Tracks, maintains, analyzes and reports demographic, economic, census, housing, labor force and community data for the City of Lake Worth Beach, Palm Beach County and the State of Florida.Utilizes demographic and economic data to support grant applications, strategic planning, economic development initiatives, policy analysis, capital planning and organizational performance management.Conducts research, program evaluations, trend analyses and statistical studies to assess program effectiveness and community needs.Prepares reports, presentations, dashboards and recommendations for City leadership, the City Commission and external stakeholders.
Leadership and Stakeholder Engagement
Serves as a liaison with governmental agencies, funding organizations, community groups, educational institutions and business partners.Represents the City at meetings, conferences, workshops and professional organizations.Collaborates with City departments to advance strategic priorities and organizational objectives.Responds to inquiries and provides technical guidance regarding grants, strategic initiatives, performance management and assigned projects.Performs related duties as assigned.


MINIMUM QUALIFICATIONS:
Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Public Policy, Planning, Economics, Finance, Organizational Leadership or a closely related field.Five (5) years of progressively responsible professional experience in grants administration, strategic planning, project management, organizational performance management, economic analysis, public administration or a related field.Demonstrated experience securing and administering public and private grant funding.Experience conducting research, data analysis, program evaluation and strategic project management.Equivalent combinations of education, training, certifications and experience may be considered.


PREFERRED QUALIFICATIONS:
Master’s degree in Public Administration, Business Administration, Public Policy, Planning, Economics or a related field.Experience in local government administration.Certified Grant Professional (GPC), Project Management Professional (PMP), Lean Six Sigma, Certified Government Performance Manager (CGPM) or related certification.Experience utilizing U.S. Census Bureau, American Community Survey (ACS), Bureau of Labor Statistics (BLS), Florida Commerce and similar demographic and economic data sources.


KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of grant development, grants administration and compliance requirements.Knowledge of strategic planning, organizational performance management and public administration principles.Knowledge of demographic, economic, census and statistical research methodologies.Strong analytical, project management, research and problem-solving skills.Ability to interpret laws, regulations, policies, contracts and grant agreements.Ability to collect, analyze, interpret and communicate complex data and information.Excellent English written and verbal communication skills.Bi-lingual - English and Spanish / Creole is a plus.Ability to establish and maintain effective working relationships with elected officials, staff, governmental agencies, funding organizations and the public.Proficiency in Microsoft Office Suite, database systems, reporting platforms and data analysis tools.
CERTIFICATIONS:
Valid Florida Driver’s License.FEMA Incident Command System (ICS) 100, 200, 700 and 800 certifications within six (6) months of employment.PMP, Lean Six Sigma, GPC or similar professional certification preferred.


PHYSICAL DEMANDS:

Depending on functional area of assignment, tasks involve the ability to exert light physical effort usually involving some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). May involve some climbing, balancing, stooping, kneeling, crouching, crawling, walking or standing. Tasks may involve extended periods of time at a keyboard or workstation and extended periods of time standing and/or walking.


All full-time employees are considered critical in response to emergency situations and may be deemed essential as needed depending on the situation.

Employees in this position will be required to complete the FEMA Incident Command System (ICS) Certification Levels 100, 200, 700 and 800 within the first six months of employment. Certain positions may be required to attain additional ICS training as needed.
