Job Description Position Overview Spiral Solutions & Technologies, Inc. (SS&T) is seeking a Joint Military Planner to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7). The Joint Military Planner provides expertise in joint and combined operations, operations planning, strategic planning, and mission analysis in support of USSTRATCOM campaign, operations, and Joint Force assessments. The selected candidate will apply Office of the Secretary of War and/or Joint Staff experience to support alignment of national defense objectives, Global Campaign Plans, and Combatant Command campaign plans with analytic assessment products that inform senior leader decision-making. Security Clearance Requirements This position supports classified programs and requires access to classified systems and material. All contractor personnel must be United States citizens and possess a Top-Secret clearance with eligibility for Sensitive Compartmented Information, Nuclear Command and Control/Extremely Sensitive Information, and Special Access Program access prior to commencing work. Requirements Key Responsibilities โ€ข Conduct graduate-level quality analysis and assessment of USSTRATCOM core mission areas, including Global Strike and Nuclear Operations. โ€ข Participate in USSTRATCOM, component, Combatant Command, and Joint Staff operations planning teams for Global Campaign Plan consolidated strategic opportunities, campaign plan and order operations, activities and investments, and contingency or steady-state planning efforts. โ€ข Support creation and articulation of strategy-to-task frameworks tying national- and command-level strategy into a traceable hierarchy that links strategic ends to operational activities. โ€ข Produce Combatant Command-quality commander's estimates and perform mission analysis. โ€ข Analyze diplomatic, informational, military, economic, readiness, and cost information to determine progression or regression toward achievement of campaign, contingency, or exercise objectives through defined measurement criteria. โ€ข Develop, update, and maintain operations assessments, and enter logical and defensible assessments into databases. โ€ข Define, document, and articulate the logic for assessments of progression or regression toward achievement of objectives, effects, and risk. โ€ข Apply critical thought to identify trends in individual assessments to synthesize information and create key findings. โ€ข Provide recommendations to improve force integration, resource allocation, and strategic alignment. โ€ข Develop graduate-level quality briefings and reports with in-depth analysis and research, and brief assessment findings to senior leaders while responding to questions. โ€ข Assess Joint Force operations, activities, and investments to achieve objectives and effects, evaluate risk, and support consolidation of assessments from Combatant Commands and Services into coherent products. โ€ข Coordinate with Combatant Commands, Joint Staff, and the Office of the Secretary of War, and support development of the USSTRATCOM Annual Joint Assessment. Required Qualifications โ€ข At least 7 years of experience working on the Office of the Secretary of War and/or Joint Staff in the operations, plans, policy, strategy, assessments, and/or exercise fields. โ€ข A bachelor's degree or higher. โ€ข Knowledge and experience working in the Department of War with the National Military Strategy, National Defense Strategy, Consolidated Strategic Opportunities, Global Campaign Plans, and Combatant Command campaign plans, ensuring alignment with national defense objectives. โ€ข Experience required in Joint and/or Combined operations and operations planning and/or strategic planning, mission analysis. โ€ข Joint Professional Military Education Phase 2 graduate or equivalent. โ€ข Demonstrated relevant experience in: ? Support campaign and risk assessments by analyzing information from multiple sources, maintaining policy and strategy awareness, developing measurement criteria, assessing progression toward strategic deterrence objectives, and preparing briefs and reports for senior leaders. ? Support operations assessments by participating in operations planning teams, producing commander's estimates and mission analysis, assessing operations, activities and investments, developing and maintaining operations assessments, and preparing briefings and reports. ? Participate in USSTRATCOM, component, CCMD, and Joint Staff operations planning teams for Global Campaign Plan consolidated strategic opportunities, campaign plan/order operations, activities and investments operations planning teams, and contingency/steady state operations planning teams. ? Support strategy-to-task framework development tying national- and command-level strategy into a traceable hierarchy. ? Produce CCMD-quality commander's estimates and perform mission analysis. ? Develop, update, and maintain operations assessments. ? Define, document, and articulate the logic for assessments of progression or regression toward achievement of objectives, effects, and risk. ? Provide recommendations to improve force integration, resource allocation, and strategic alignment. ? Brief assessment findings to senior leaders and respond to questions. ? Provide additional support to assessments through data identification, collection, analysis, reporting, participation in boards, bureaus, centers, cells, and working groups, and improvement of current assessment processes, tools, and products. โ€ข U.S. citizenship required. Preferred Qualifications โ€ข Direct experience supporting USSTRATCOM or other Combatant Command campaign planning, strategic planning, contingency planning, or assessment missions. โ€ข Experience advising senior leaders on operations, strategy, and assessment matters. โ€ข Experience integrating policy, strategy, operations, and assessment products across Joint Staff, OSW, Combatant Command, and Service stakeholders.
