Level Description

This is a Project Manager 3 role requiring:

  • 8+ years of experience.

  • Independent execution of complex project tasks.

  • Strong judgment, creativity, and latitude in decision-making.

  • PMP certification (ACTIVE)—required; Scrum Master certification is a plus.


Role Summary

The Project Manager is responsible for planning, budgeting, overseeing, and documenting all aspects of assigned IT projects. This role involves working collaboratively with technical, business, and executive stakeholders to ensure project objectives are completed on schedule and meet all compliance and quality standards.


Key ResponsibilitiesPMAS & Data Management Initiatives
  • Oversee resource allocation, scheduling, and work plans for PMAS projects.

  • Collaborate with the Office of the Chief Data Architect and the Office of Data Analytics & Performance on initiatives supporting PMAS Cloud Analytics for Access & Eligibility Services reporting.

  • Support expanding HHSC data integrations across department lines to achieve enterprise-level reporting and analytics goals.

Project Delivery & Documentation
  • Develop and publish all project management documentation required by the DIR Project Delivery Framework.

  • Create clear and complete RFPs defining vendor services, scope, deliverables, and timelines.

  • Develop federally compliant IAPDs (Implementation Advance Planning Documents) to secure matching federal funds.

Project Governance & Leadership
  • Serve as a liaison between IT and business stakeholders, maintaining constant communication with the Office of Data Analytics & Reporting.

  • Ensure all deliverables comply with federal, state, and agency guidelines.

  • Establish strategic project roadmaps in coordination with TSS vendors and HHSC divisions.

  • Lead procurement activities when vendor services are required.

  • Coordinate project approvals, timelines, and resource requirements with sponsors and key stakeholders.

Execution & Monitoring
  • Manage daily project operations, including Agile ceremonies: backlog grooming, sprint planning, daily scrums, sprint reviews, retrospectives, and Kanban workflows.

  • Lead multidisciplinary teams in a matrixed environment, ensuring clarity, motivation, and task accountability.

  • Track full project budgets and record actuals in project tracking tools.

  • Identify risks, escalate critical issues, and coordinate timely resolution with leadership.

  • Ensure accurate progress monitoring through effective risk and issue management practices.

Additional Duties
  • Provide expert problem resolution and strategic guidance throughout the project lifecycle.

  • Develop and execute project management plans, quality plans, and work plans.

  • Perform all other duties as assigned.
