We are looking for you to join our team as a Cost Account Manager (CAM) / Integrated Product Team (IPT) Lead based out of Woodland Hills, CA. As a Cost Account Manager (CAM) / Integrated Product Team (IPT) Lead at Northrop Grumman you will have a challenging and rewarding opportunity to be a part of our Enterprise-wide digital transformation. What You'll get to Do:
As Cost Account Manager (CAM) / Integrated Product Team (IPT) lead, the candidate will be responsible for:
Providing guidance to employees in various engineering functional roles focused on executing a defined engineering product development effort. You will set and operate to objectives including cost, schedule, and technical performance of products. Candidates must be able to work collaboratively with other engineering and operations departments at the Woodland Hills campus. Additionally, the candidates must collaborate with program management, mission assurance, and supply chain to resolve complex issues in a timely and efficient manner to meet program commitments. The product is an inertial measurement and navigation system. This role is on-site in Woodland Hills, CA.
The selected candidate will be responsible for CAM/IPT leadership of a team of technical individuals whose mission is to develop advanced inertial navigation systems. The CAM/IPT lead will be responsible for:
  • Overseeing and managing the engineering design, development, test and integration of hardware and software products/subsystems.
  • Responsible for tracking and reporting cost and schedule performance (CAM duties) of the Systems Engineering Integration and Test for electrical mechanical design teams.
  • Owning the overall technical quality and performance for the engineering content of the assigned scope of work.
  • Ensuring that the engineering team is adhering to sound engineering processes in the development, production, test, and sustainment in accordance with company policies, procedures, and quality standards.
  • Serving as the interface to the Program Manager, SEIT Lead, Chief Engineer, and other IPT leads to coordinate IPT technical and programmatic status and issues.
  • Serving as the interface to the Engineering Discipline/Department Managers to coordinate staffing requirements and ensure proper skill mix to support IPT activities.
  • Project planning utilizing a resource loaded IMS and aligning to overall program milestones.
  • Meeting cost account budget, schedule, and technical performance for scope of work as assigned. Coordinating with cost account manager and understanding of EVMS.
  • Coordinates and prepares cost and schedule configuration control board (CCB) packages for baseline change approval
  • Managing scope and aligning to contract and statement of work requirements.
  • Forming tiger teams to address issues with disciplined root cause and corrective actions.
  • Risk management, mitigations, and interface with risk boards.
  • Resource plans and forecasting. Product roadmaps.
  • Presentations to technical review boards.
  • Communication and status reporting to program leadership and management.

Minimal travel is expected.
Basic Qualifications:
  • 12 years of Engineering experience with a Bachelors of Science in a STEM discipline; 10 years of Engineering experience with Masters; 8 Years with a PhD
  • Minimum of five (5) years' experience working in a systems engineering, integration, and/or test environment.
  • Minimum two (2) years' experience with experience and training in Earned Value Management System (EVMS) principles and application, or similar knowledge, or as a Cost Account Manager (CAM)
  • Experience in all aspects of the engineering process, from requirements analysis through verification testing.
  • Experience with Quantifiable Backup Data (QBD), waterfall, and/or Agile development processes.
  • Experience with Product Lifecycle Management, Configuration Management, and Model Based Engineering environments.
  • Experience in presenting to various levels of leadership.
  • Experience in proposal and new business capture conforming to the FAR and DFAR including bidding.
  • Prior team leadership in DoD programs.
  • Proficiency in technical problem solving, to include decomposition, root cause analysis, solution development, implementation, and monitoring.
  • Proven, effective planning, organizational, and communication skills.
  • Must possess an Active DoD Secret Clearance.
  • Ability to work onsite 4 days a week in Woodland Hills, CA.

Preferred Qualifications:
  • Master's degree in a relevant technical or management specialty.
  • Familiarity with Navigation Systems.
  • Project Management Professional (PMP) Certification.
  • Knowledge of/experience in transforming legacy processes to more efficient, streamlined, digital capabilities.
  • Experience with Jira, Confluence, Doors, Cameo and other project management toolsets.
  • Active DoD Top Secret Clearance.
  • Demonstrated ability in prioritizing multiple tasks
  • Demonstrated ability to interact effectively across all levels of the organization and with outside organizations

Primary Level Salary Range: $177,000.00 - $265,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
