State Compensation Insurance Fund's Network Operations Team has an exciting and challenging opportunity for a Cybersecurity Enterprise Applications Manager.
The incumbent will be responsible for managing a diverse team of security professionals who are responsible for supporting the organization's commitment to a safe and secure environment. We are seeking someone who fosters and encourages team building and trust, is proactive in evolving and improving security technology and processes and enjoys working in a rapid-pace environment.
Under general direction of the IT Systems Services Manager (ITM I) the incumbent:
Develops, implements, innovates and maintains Information Technology (IT) systems for cyber security applications such as Endpoint Detection and Response, vulnerability scanning and remediation, secure file transfers, Security Information and Event management, User Administration security controls, and security compliance requirements.
The incumbent plans, conducts, and coordinates complex information technology assignments; designs and applies new methods and solutions and can function as a technical project manager. The incumbent will manage staff supporting enterprise technologies which currently include operational systems such as CrowdStrike, Microsoft Defender, LogRhythm, Microsoft Sentinel, Progress Secure file transfer, Tenable vulnerability solutions, enterprise patch management, and IBM Security and Identity management.
The position is authorized for 9 to 12 FTE and up to 3 full-time consultant positions and would be jointly responsible for managing a yearly budget of approximately $15 million and maintaining vendor relationships which support these systems. The team is responsible for support on a 24/7/365 basis on a rotation and the manager would be responsible for participating in and coordinating the resolution of any issues.

Special Requirements
Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. The selected candidate will have the following skills and abilities:
  • Minimum of five (5) years of demonstrated management leadership and technical experience in cybersecurity architecture, technology, and concepts.
  • Minimum of three (3) years' experience with End Point Protection strategies, incident response and threat operations principles
  • Minimum of three (3) years' experience with security compliance, risk mitigation, and governance
  • Minimum of two (2) years' experience in IAM technologies.
  • Desirable to have experience with the Microsoft Security Stack and CrowdStrike functionality beyond EDR operations
  • The ability to identify key trends and emerging technologies that can enhance or impact the solution architecture to maximize the value of State Fund's security posture.
  • Proficient in infrastructure design, implementation planning, deployment support, software strategy, system troubleshooting, performance engineering and optimization, maintenance strategy
  • The ability to review, assess, and implement new technologies as they apply to area of responsibility
  • Proficient at coordinating the work of staff to ensure compliance with policy and governance requirements
