Job Description:

Reporting to the Sr. Project Manager and/or Sr. Commissioning Manager, the Commissioning Manager will be accountable for the development and implementation of a building-wide Commissioning (Cx) plan, as well as expanding and enhancing Fortis' existing Cx processes, policies, and procedures. This role will be responsible for coordinating and scheduling vendors, subcontractors, and commissioning resources in accordance with overall project schedule milestones and commissioning schedules.

The Commissioning Manager will be expected to provide hands on management of the Cx efforts and guidance to other team members they interact with daily. Although this is a managerial position, the Commissioning Manager will be expected to know the "how", and to dig into the details to resolve issues. Technical expertise in data center startup and commissioning is a must. This role will also be expected to develop and drive specific Cx processes, controls, and procedures to address the needs of the project as it evolves over time.

The Commissioning Manager must be able to integrate into the owner and Fortis team rapidly and gain their respect and trust quickly. An ability to move fast and quickly make solid strategic and technical decisions on the go is critical for success.

Responsibilities
  • Develop and implement overall commissioning plan and schedule. This includes detailed daily planning of inspection, startup, and testing activities with integration into project master schedule.

  • Work with safety professionals to develop and implement LOTO program in conformance with NFPA70E requirements.

  • Understand and work with commissioning management software (BIM360, ACC Build, CxAlloy, etc.).

  • Drive vendor, subcontractor, and commissioning agent engagement with Cx management software.

  • Work collaboratively with client and client's Cx agent to develop and incorporate project-specific requirements into Fortis' plan.

  • Manage Fortis Cx resources, including direct oversight of Cx Project Engineer and Mechanical & Electrical (M&E) Superintendents.

  • Ensure all levels of Cx are completed & documented properly/per Cx plan.

  • Work closely with vendors, which may include factory witness test attendance, scheduling vendor technicians for startup/Cx, and other project requirements.

  • Prepare Cx plan and associated budgets including but not limited to; develop load bank plan, review labor resources both internally as well as subcontractors, review subcontractor Cx budgets, etc.

  • Identify scope/responsibility matrix required for proper execution of Cx plan. Work with Preconstruction team to ensure scopes are clearly identified in subcontracts prior to issuance.

  • Participate in script writing & review process with owner Cx agent. This includes verification of script feasibility.

  • Actively participate in all design review meetings and provide "subject matter expert" guidance when technical items arise.

  • Direct review of all subcontractor developed engineering calculations or designs such as heat calculations.

  • Work closely with Fortis onsite M&E team, with particular attention to technical submittals & RFI's.

  • Work closely with Fortis onsite QA/QC team with focus on all technical QA/QC items.

  • Integrate into Fortis Mission Critical team and participate in efforts such as:

    • Further development & updates to Fortis Cx Best Practices.

    • Coordination of Fortis Cx resources across market sectors.

    • Assist Cx programs on other projects if needed (& time allows).

  • Assist in other duties as assigned, relevant to the achievement of the position's and team's objectives.

Required Qualifications
  • Technical engineering degree, or equivalent hands-on technical experience (minimum 5 years).

  • Performance in similar roles on multiple projects in the past.

  • Familiarity with NFPA70E electrical safety and LOTO programs.

  • Strong EQ skills to facilitate internal team cohesiveness and effective client relationships.

  • Direct experience in leading a team.

  • Must possess a valid driver's license and a satisfactory driving record in accordance with Fortis policy.

Preferred Qualifications
  • Direct experience working for a GC in hyperscale data center construction.

  • Direct experience as a startup and/or commissioning manager in the fields of Electrical, Mechanical, or Building Management System(BMs)/Controls systems.

  • Broad-based experience and expertise in multiple technical building systems (mechanical, electrical, BMS).

Travel Requirements
  • Ability to travel to site up to 5 days/week or relocate to city near project site.

  • All Fortis positions require some level of driving.

Physical Requirements
  • Work is performed on an active construction site. Role requires standing or walking for long periods of time. Utilize standard office equipment such as computers, phones, photocopiers, etc. Communication with internal and external contacts, including speaking and hearing. May occasionally move equipment up to 50 lbs.
