JRAD is seeking a Senior Operations Strategy & Policy Analyst to provide strategic, policy, governance, and program management expertise in support of Headquarters Air Force Civil Engineer Operations (AF/A4CF). The successful candidate will support enterprise-wide Civil Engineer Operations initiatives by developing policy, coordinating governance activities, facilitating stakeholder engagement, analyzing operational challenges, and advancing modernization efforts that improve installation sustainment, infrastructure resilience, and mission readiness across the Department of the Air Force. This role requires extensive experience in Civil Engineer Operations, installation support functions, enterprise program management, and Air Force headquarters-level coordination.

Roles/Responsibilities:
  • Provide strategic, programmatic, and policy support to Headquarters Air Force Civil Engineer Operations leadership and stakeholders.
  • Develop, coordinate, and maintain Civil Engineer governance and programmatic documents, including DAFIs, DAFMANs, Unified Facilities Criteria (UFC), engineering standards, design criteria, policies, procedures, implementation guidance, and waiver processes.
  • Analyze operational issues affecting installation infrastructure, utilities, maintenance, and readiness programs and develop decision-ready recommendations for senior leadership.
  • Prepare executive taskers, staff packages, inquiry responses, issue resolution action plans, executive correspondence, and other governance products.
  • Participate in and facilitate meetings, governance forums, technical reviews, working groups, and stakeholder engagements in support of Civil Engineer Operations initiatives.
  • Develop briefing materials, executive summaries, slide presentations, after-action reports, meeting minutes, and other communication products for senior leaders.
  • Coordinate and collaborate with Headquarters Air Force, MAJCOMs, FIELDCOMs, AFCEC, AFIMSC, installations, and other Department of Defense stakeholders to support strategy, policy, governance, and modernization initiatives.
  • Facilitate cross-functional coordination efforts to resolve enterprise issues, integrate stakeholder requirements, and support informed decision making.
  • Conduct program analyses, trend analyses, compliance assessments, performance measurement evaluations, and requirements analyses across Civil Engineer Operations programs.
  • Support planning, development, oversight, and execution of Operations programs and modernization initiatives, including Condition-Based Maintenance (CBM), infrastructure condition assessments, Enterprise Sustainment Management System (ESMS), NexGen IT, TRIRIGA, energy and utility programs, and CE equipment and vehicle modernization efforts.
  • Monitor compliance with Civil Engineer Operations policies and directives and assess impacts to mission readiness, sustainment, resilience, and resource requirements.
  • Integrate operational, technical, logistical, and strategic inputs from multiple organizations into concise, decision-ready recommendations.
  • Coordinate governance activities and engineering standards implementation to ensure alignment with enterprise priorities and mission requirements.
  • Develop and maintain Plans of Action and Milestones (POA&Ms) supporting AF/A4C Strategic Implementation Plan objectives.
  • Translate strategic goals into executable tasks, milestones, performance measures, and resource requirements.
  • Identify risks, barriers, and opportunities affecting program execution and recommend appropriate mitigation strategies.
  • Provide recurring status updates, executive briefings, and recommendations to senior leadership regarding enterprise Civil Engineer priorities and initiatives.
Required Skills and Education:
  • Bachelorโ€™s Degree from an accredited university.
  • Retired or separated Air Force member with a minimum of fifteen (15) years of experience supporting large-scale government programs.
  • Extensive knowledge of Civil Engineer Operations programs, infrastructure management, and installation sustainment principles.
  • Knowledge of Air Force Civil Engineer installation-level organizational structures, including roles, responsibilities, and relationships among subordinate organizations and external installation stakeholders.
  • Demonstrated ability to analyze legislative direction, DoD policies, organizational processes, and enterprise challenges and develop practical improvements and solutions.
  • Experience leading cross-functional teams, coordinating diverse stakeholder groups, and achieving consensus across multiple organizations.
  • Ability to interpret and apply policy related to project requirements definition, programming, and execution.
  • Experience developing strategy, policy, governance frameworks, and implementation plans.
  • Excellent written and verbal communication skills.
  • Strong analytical, problem-solving, organizational, and time management skills.
  • Proficiency with Microsoft Office applications, including Outlook, PowerPoint, Excel, Word, and Teams.
Desired Skills:
  • Ability to develop concise, decision-ready products for General Officer (GO) and Senior Executive Service (SES) audiences, including talking points, decision memoranda, briefing slides, and executive summaries.
  • Familiarity with Enterprise Sustainment Management System (ESMS), NexGen IT, TRIRIGA, BUILDER, or similar enterprise asset management platforms.
  • Knowledge of Civil Engineer equipment and vehicle validation and advocacy processes.
  • Experience supporting Joint Staff, OSD, Combatant Commands, or interagency organizations.
  • Experience collaborating with Headquarters Air Force Civil Engineer organizations, AFCEC, AFIMSC, MAJCOMs, and other DoD stakeholders to implement strategic solutions, governance initiatives, and enterprise process improvements.
  • Experience applying process improvement, business process reengineering, modeling, and simulation methodologies.
  • Experience supporting disaster response, recovery, and resilience operations.
  • Demonstrated ability to rapidly learn and apply new technical and non-technical concepts.
