Location: Hartford, CT (Hybrid - 2 days onsite)
Duration: February 16, 2026 - June 30, 2026
Hours: Monday-Friday, 8:00 AM - 5:00 PM EST (40 hours/week)

Position Overview
The Connecticut Office of Early Childhood (OEC) is seeking an experienced .NET Software Application Developer to support a legacy-to-modern application modernization initiative. This role involves full-stack development using .NET Framework 4.8, with responsibilities spanning both server-side and user interface development.
The developer will work closely with database and ETL teams in an Agile Scrum environment, contributing to application development, performance optimization, security hardening, and CI/CD pipelines using Azure DevOps.
Key Responsibilities
Requirements & Analysis
  • Collaborate with product owners, business stakeholders, and architects to gather and document technical and functional requirements
  • Translate business requirements into Azure DevOps work items, acceptance criteria, and development tasks
  • Create and maintain technical documentation, UI/interface mappings, and operational runbooks
Application Development
  • Design, develop, and refactor server-side components using C#, ASP.NET MVC (.NET Framework 4.8)
  • Build and maintain UI components using Razor Views, HTML5, CSS3, JavaScript, jQuery, and Bootstrap
  • Implement background jobs, scheduled tasks, and Windows services without introducing additional API layers
  • Conduct code reviews and enforce best practices related to security, performance, and maintainability
Database & Integration
  • Develop and optimize SQL Server / Azure SQL database objects, including schemas, stored procedures, and indexes
  • Collaborate with data engineers on SSIS/ETL processes and file-based integrations
  • Validate data migration, system integrations, and referential integrity
Performance, Security & Operations
  • Identify and resolve performance bottlenecks using caching, batching, and asynchronous processing
  • Implement secure coding practices, including authentication and authorization mechanisms
  • Support logging, monitoring, diagnostics, and incident response documentation
DevOps & Agile
  • Support CI/CD pipelines in Azure DevOps, including builds, releases, and deployments
  • Assist with deployment artifacts, rollback strategies, and release documentation
  • Actively participate in all Agile/Scrum ceremonies
Required Skills & Qualifications
  • Strong experience with C# and .NET Framework 4.8 (ASP.NET MVC, Razor)
  • Hands-on experience with Entity Framework and/or ADO.NET
  • Strong T-SQL, stored procedure development, and SQL performance tuning skills
  • Front-end experience with HTML, CSS, JavaScript, jQuery, and Bootstrap
  • Experience using Azure DevOps (Git, pipelines, work items)
  • Proficiency with Visual Studio 2022
  • Strong troubleshooting and production support experience
