Job description

At MITRE, your passion fuels work that impacts our nation and improves lives. This is where your skills strengthen national security, cybersecurity, health, transportation, and citizen services. We're a nonprofit engineering, applied research, and advanced technology organization working in the public interest. With objectivity and integrity at our core, we lead federally funded research and development centers for U.S. government agencies - collaborating with industry and academia to deliver integrated, high-impact solutions that advance our nation's health, security, and prosperity. Our people tackle the toughest technical challenges, supported by competitive benefits, meaningful career development, and a culture of innovation, collaboration, and technical excellence. Choose MITRE for a career with purpose - and help shape the future. Our N558 Department, focused on supporting NORAD/USNORTHCOM, USSOUTHCOM, and USTRATCOM, is currently seeking a creative Spectrum Systems Engineer, Operations Researcher, Analyst, or professional in a related engineering or STEM discipline to join our diverse team. This role will support combatant command missions and requires the ability to partner with senior Combatant Command sponsors, communicate effectively with stakeholders, and explain advanced electromagnetic spectrum engineering concepts to senior leaders with limited or no technical background. The position is expected to support an exciting variety of challenges across our sponsor base, including electromagnetic spectrum operations, cybersecurity analytics, network resiliency analysis, and operational and military utility analysis. We apply advanced analytic techniques such as agent-based modeling, reinforcement learning, predictive modeling, mathematical modeling, machine learning, optimization, statistics, novel visualization, parametric and Bayesian analysis, and various types of simulation to solve the nation's toughest problems. Roles and Responsibilities In this role, we are seeking motivated candidates to help address our DoW sponsors' most challenging and critical technology problems. Focus areas include electromagnetic spectrum systems engineering, operational analysis, spectrum management, and electromagnetic battle management. This position includes opportunities to architect and implement technical solutions, research emerging technologies, develop strategies and policies for implementation, and have a direct impact on the sponsor mission. Successful candidates will be forward-thinking and able to propose innovative solutions to our sponsors. Basic Qualifications * Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or 5 years and a PhD
* Bachelor's degree in a technical discipline, such as Engineering (Mechanical, Electrical, Aerospace, Manufacturing, Computer), Computer Science, or related fields.
* Ability to lead and define MITRE work in partnership with sponsors, MITRE project leadership, and department leadership
* Experience with operational and/or technical applications of the electromagnetic spectrum.
* Experience using tools and techniques for operations research, mathematical modeling, optimization, statistics, probability modeling, and simulation.
* Ability to analyze data and engineering solutions, develop data-driven and actionable recommendations, and present findings to both technical and non-technical audiences, including senior leaders.
* Experience engaging with stakeholders and leveraging operational knowledge to analyze requirements, address challenges, and apply sound technology solutions that benefit the sponsor mission.
* Systems engineering skills, including requirements analysis, architecture analysis and development, and process engineering.
* Strong written and verbal communication skills, including the ability to develop and deliver executive-level briefings.
* Demonstrated ability to form and lead cross-functional teams in delivering sponsor products, including product definition, technical analysis, and quality assurance.
* Active TS/SCI security clearance.
* U.S. Citizenship required.
* This position has an on-site requirement of 5 days a week on-site.
Preferred Qualifications * Typically requires a bachelor's degree in systems engineering, Electrical Engineering, Operational Analysis, or a related STEM discipline, and 10 years of related experience; 8 years with a Master's degree; or 5 years with a PhD, with the ability to contribute at this job level.
* Eight years of related technical experience and demonstrated experience in one or more of the following areas:
* DoW operational experience in an electromagnetic spectrum-related discipline.
* Electromagnetic battle management, including spectrum planning, use, and command and control.
* Joint Electromagnetic Spectrum Operations, including actions to exploit, attack, protect, and manage the electromagnetic operational environment.
* Spectrum management, including DoW spectrum management tools, data, DoD doctrine, policy, regulation, national and international requirements, and strategy.
* RF engineering, including RF communication theory, signal processing, propagation modeling, antenna design, link budgets, RF planning, interference analysis, RF testing in laboratory and field environments, modeling and simulation, stochastic processes, and probabilistic modeling.
* Demonstrated experience performing current- and future-state analysis and supporting processes and practices to inform decision-making.
* Demonstrated ability to lead complex efforts with geographically diverse teams, appropriately delegate and coordinate work, ensure timely delivery, shape work, and engage at the senior/executive level.
* Familiarity and experience with modern programming languages, modeling tools, and/or simulation, optimization, or business intelligence platforms, such as RStudio, MATLAB, Python, Java, AFSIM, Cameo, SimPy, SAS, or Tableau.
