Job Summary
Battelle is seeking an Engineering Manager within the Advanced Microsystem Solutions (AMS) business line to lead capabilities focused on RF Spectrum Solutions. This role is responsible for managing a technical group delivering advanced RF, spectrum analysis, and microsystem-enabled solutions supporting national security and commercial missions.
The Engineering Manager will provide people leadership, program oversight, and resource management, with direct authority over technical staff, ensuring high quality execution and workforce readiness.
Responsibilities
  • Implements short and long term operating plans for the RF Spectrum Solutions group in alignment with Battelle and AMS strategic objectives.
  • Oversees resource planning, staffing models, project assignments, and workload balancing for an engineering team of 15-30 staff across multiple concurrent programs. Works with Team Leads to ensure appropriate staffing levels and skill mix.
  • Exercises direct management authority including hiring, performance management, and career development planning. Works closely with leadership to support and implement enterprise culture and program efforts.
  • Works closely with Program Managers and technical leads to ensure alignment with program expectations and supports bid and proposal development as needed.
  • Provides engineering management oversight for RF engineering efforts, from early stage design through fabrication, test, and transition.
  • Ensures technical quality, business ethics, and compliance with Battelle safety, security, and quality standards.
  • Interfaces with internal stakeholders (facilities, security, human resources, EHS, quality) as needed to support operations.

Key Qualifications
  • PhD with 3+ years; OR Master's degree with 5+ years; OR Bachelor's degree with 7+ years of applicable experience in RF engineering, electrical engineering, applied science, or a related technical field.
  • Prior experience in leading RF, spectrum, or communications-focused programs within a R&D or advanced engineering environment.
  • Demonstrated experience managing technical staff and allocating resources across multiple projects.
  • Strong communication and leadership skills, from the ability to engage senior leadership, clients, and subcontractors to demonstrated ability to motivate and develop staff members.
  • Ability to obtain/maintain a U.S. government security clearance; U.S. citizenship required.

Preferred Qualifications
  • Experience supporting DoW, Intelligence Community, or other government clients.
  • Familiarity with software-defined radio, RF systems integration, or spectrum assurance concepts.
